This position serves as a Health Science Technician (HST), partnering with senior level personnel in Research and Development Service at VA Southern Nevada Healthcare System (VASNHS) and VA San Diego Healthcare System (VASDHS) to create and maintain a comprehensive, coordinated overview of the VASNHS's participation in the Research programs.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major Duties: Provides high level assistance to the Principal Investigators (Pls) and their support personnel in coordinating participant recruitment, ensuring interview programs are ethically sound and meet all regulatory requirements, developing robust data collection systems and methodologies, and covering all administrative aspects of the studies. Pursues individual funding opportunities when appropriate and organizes program evaluations for the department. Coordinates all aspects of research projects and day-to-day project management. Organizes and coordinates all aspects of the research study. Provides business input for development of study budgets. Designs and maintains study SharePoint, as needed. Conducts and reviews participant informed consent forms for accuracy and validity. Participates in staff discussions to analyze data and plan further research and develop new systems, forms, or strategies to incorporate changes/potential changes to study protocol. Trains and provides guidance to site personnel in the adherence to the study protocol and operations manual requiring independent judgment based on research experience and/or educational background. Accurately codes data based on predetermined parameters. Retrieves and reviews data sets and resolves any inaccuracies, in preparation for statistical analysis using software such as ProClarity Cube, Excel, Word, etc., and creates tabular and graphical presentations of data for reports, manuscripts, and program support. Configures data into a SAS compatible format; and uses data management and analysis programs, such as SAS, SPSS, SQL, etc., to perform statistical analysis based on end user requirements. Analyzes research data and formulates research reports. Performs other related duties as assigned. BASIC EDUCATION REQUIREMENT: A bachelor's or graduate/higher level degree with the major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this Health Science Specialist position. (TRANSCRIPT REQUIRED AND MUST SHOW DATE DEGREE CONFERRED) In addition to the basic education requirement, you must meet the following grade requirements: For GS-7 - SPECIALIZED EXPERIENCE: At least one full year of specialized experience equivalent to at least the GS-5 level in the Federal service. Specialized experience: Performing program administrative functions including data collection. OR EDUCATION: One (1) year of graduate-level education that provided the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of graduate education and specialized experience as described above to meet the total requirements. OR SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following. Rank in the upper one-third of your class in the college, university or major subdivision. A grade-point average of "B" (a GPA of 95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. For GS-9 - SPECIALIZED EXPERIENCE: At least one full year of specialized experience equivalent to at least the GS-7 level in the Federal service. Specialized experience: Assisting with different aspects of research projects/studies to include administrative functions, participant recruitment and data collection. OR EDUCATION: A master's or equivalent graduate degree OR at least two (2) years of progressively higher-level graduate education leading to a master's degree that provided the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of graduate education and specialized experience as described above to meet the total requirements. Only graduate level education in excess of the amount required for the next lower grade level (GS-7) may be combined with experience to qualify for the GS-9 level. For example, 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualifying for the GS-9 level (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study). NOTE: If using experience to qualify, it must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week to be creditable. Preferred Experience: One year of clinical research experience. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Analysis and Problem SolvingData ManagementProject ManagementResearch IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required, i.e., standing, walking, bending and lifting of light items in a research setting. A degree of manual dexterity is required in manipulating the controls of instrumentation and use of computers.
