The incumbent serves as an integral part of the Therapeutic and Diagnostic Imaging Service (TDI) at the Dayton VA Medical Center, Dayton Ohio. This position provides support to all areas associated with medical imaging. TDI is a consolidated imaging program that includes Diagnostic Radiology, Nuclear Medicine, Interventional Radiology, and Radiation Oncology at the Dayton VA Medical Center, Dayton Ohio.

Duties

Duties include but are not limited to: Performs all duties of making required adjustments and changes to the RIS for the Diagnostic Imaging Service including managing user access control for the RIS and PACS systems, new user requests and provisioning. Assigns menus, security keys, and mail groups to service employees as well as non-service employees requesting special service/RIS options, making necessary updates to access rosters as employee's transfer to and from other services. Identifies training priorities, conducts ad-hoc training, administers training programs, develops, and improves training guidance. This individual provides RIS/Imaging applications training for Radiologists, Technologists, Imaging Residents and Students in proper/efficient use of Imaging hardware and software; in the use of RIS, and EHR software. Identifies and determines training needs for Radiologists, Imaging Residents, Technologists, support staff and student staff with regard to all relevant elements of documentation of imaging information/notes/reports in the EHR/RIS. The incumbent serves as Imaging Service EHR/RIS trainer and liaison to hospital EHR/RIS experts. The ADRT Imaging Informatics Specialist represents Imaging as the point of contact person during downtime and contingency testing for RIS systems. They work with Imaging supervisors and PACS administrators to develop and maintain contingency plans. These plans allow for Imaging workflow adjustments to changes in system capabilities and system downtimes to provide continuing care to patients in the Imaging department. Works with area supervisors as a liaison in continuous improvement of the Imaging systems downtime contingency plan and facilitates emergency procedures in case of natural or man-made disasters and security risk situations. Troubleshoots workflow problems, facilitates placement of work orders and other requests for assistance with Imaging operations when workflow problems occur within the department. Incumbent has knowledge of a wide range of analytical and diagnostic methods and procedures that can be used to monitor Imaging systems. Serves as a resource to identify problems with Imaging equipment. Gathers data, reviews, analysis, and proposes solutions to problems or barriers, to help maintain an efficient, cost-effective imaging environment. Communicates with vendors, HIS/RIS developers and other sources to ensure that working technical knowledge is always current; keeps abreast of image-related computer software developments and applications packages throughout the VA and the community as well as current developments in imaging systems. Ensures accuracy and compliance related to orders management. Assists with generating orders management reports daily and advising the appropriate supervisors of any exams that cannot be corrected. Reviews and analyzes the orders management tracking data to identify discrepancies in the status of Radiology orders, including orders in pending/hold/past scheduled status. Reviews orders for accuracy and inputs data to appropriately disposition orders to assure accuracy and timeliness for exam resolution. Tracks future data reports that measure report turnaround time. Monitors incomplete exams and obsolete order reports from the National Radiology Program Office (NRPO) weekly reports. Observes and monitors national issues affecting orders process flow for exams that are scheduled. Engages in collaborative ventures with NRPO leadership and outside community partners for best practice, effective performance, and maintaining a high reliability organization status. Collaborates with Administrative team during weekly and monthly meetings; tracks and reviews VISN level Radiology and Nuclear Medicine reports from national data. Utilizes this information to identify orders management trends and discrepancies. Performs daily monitoring of reports to identify delays in order results, exams completed by modality, and physician RVU workload. Serves as the primary timekeeper for the Therapeutic & Diagnostic Service; addresses any timecard issues and enters corrections to resolve errors prior to validation in VATAS. Enters pay and leave requests by proxy. Performs reviews of the electronic education system for required and overdue courses. Trains users in resolving minor processing and equipment problems, such as toner replacement, loading printers with paper, clearing paper jams, and trouble-shooting procedures when personal computers fail. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Creditable Experience 1) Knowledge of Current Radiologic Technology Practice. To be creditable, experience must have demonstrated possession of the knowledge, skills, abilities, and other characteristics (also referred to as clinical competencies) associated with current radiologic technology practice. This may have been evidenced by the equivalent of 1 year of active practice, which is paid or non-paid employment as a DRT as defined by ARRT. (2) Quality of Experience. Experience is only creditable if it was earned after completion of the basic certification requirements identified in paragraph 2b above. Experience as a graduate DRT is creditable provided the candidate functioned as a DRT and subsequently passed the certification examination. (3) Part-Time Experience. Part-time experience as a DRT is creditable according to its relationship to the full-time workweek. For example, a DRT would receive 1 week of full-time credit for each 2 weeks of half-time work. Preferred Experience: At least (1) year of experience at or equivalent to the next lower grade level (GS-09) directly related to the position being filled that demonstrates the clinical competencies described at that level Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments: Picture Archive Communication System (PACS) Technologist. ThePACS technologist provides support and troubleshoots system application issues and instructs users in the proper operation of digital image processing, storage, and display systems. The technologist performs VistA radiology, VistA imaging, and PACS support activities and general ADPAC duties including user access control. The technologist coordinates contingency plans during equipment downtimes and initiates repair requests with appropriate services or vendors. The technologist provides oversight of hardware relating to PACS display workstations, applications, speech recognition hardware, and other medical imaging hardware. The technologist provides training to radiologists, technologists, and other clients in the proper and efficient use of imaging hardware and software of the integrated PACS and VistA imaging systems. The technologist provides instruction and guidance in daily operations of the ancillary systems such as: speech recognition dictation, dose reporting systems, contrast reporting systems, etc. The incumbent may function as a DRT which may include complex modalities such as CT, MR, mammography, ultrasound, and/or IR. Knowledge, Skills, and Abilities. The candidate must demonstrate ALL of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): i. Ability to provide support and troubleshoot system application and hardware issues and instruct users in the proper operation of digital image processing, storage and display systems. ii. Ability to perform VistA radiology, VistA imaging, and PACS support activities and general ADPAC duties including user access control. iii. Ability to initiate repair requests with appropriate services or vendors. iv. Knowledge of PACS system infrastructure and functionality. v. Ability to provide training to all user levels in the efficient use of imaging hardware and software of the integrated PACS system. vi. Knowledge of specific positioning, technique, and imaging procedures so he/she will be able to perform and reconcile image information correctly and efficiently during technical post processing and evaluation. Physical Requirements: The physical demand of the work includes Heavy lifting, 45 pounds and over; moderate carrying, 15-44 pounds; pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity (both hands required); prolonged walking, prolonged standing; repeated bending; ability for rapid mental and muscular coordination simultaneously; far vision correctable in one eye to 20/20; ability to distinguish basic colors; hearing (aid permitted); speed in working; and emotional stability. Must have the ability to stand and work while wearing a lead apron for possibly long periods of time.
