Duties
The incumbent will:
Provide executive leadership in managing, directing, coordinating, overseeing and evaluating all activities for the National Center for Immunizations and Respiratory Diseases (NCIRD). This includes: (1) providing leadership and vision to conceive, organize, and direct surveillance activities as well as domestic and international applied and basic research for COVID-19, influenza and other respiratory threats and support for global polio eradication; (2) Directing activities that are integral to the effort to prepare for the threat of bioterrorism events and outbreaks of respiratory disease threats, including pandemic COVID-19 and influenza; (3) Overseeing responses to respiratory disease outbreaks; (4) Overseeing center activities related to data modernization and information technology infrastructure to support surveillance and vaccine administration programs; (5) Directing the development of pan-respiratory pathogen surveillance platforms, and (6) Overseeing existing and new vaccine delivery programs.
Provide support to the CDC Director, HHS Secretary, Assistant Secretary for Health and Assistant Secretary for Preparedness related to immunization, pandemic and other respiratory issues. Serve as a principal subject matter expert and national spokesperson on immunization and global and domestic respiratory diseases.
Provide leadership, direction, and oversight for the work of, and staff assigned to, NCIRD through subordinate supervisors.
Exercise delegated authority to oversee and set annual long-range work plans and schedules for work; determine goals and objectives that need additional emphasis; determine long range staffing needs; and interact closely with high level program officials in the development of overall goals and objectives of the Center. Exercise leadership to ensure that all programs under his/her direction reflect the principles of workforce diversity in their management and operation in such areas as recruitment and staffing, employee development, staff assignments and communications. In addition to demonstrating personal commitment to objectives of workforce diversity, the Director, NCIRD ensures that subordinate supervisors and managers recognize the importance of their diversity enhancement responsibilities. Qualifications
Current federal employees must be at or equivalent to the GS-14 grade level or above to be considered for this position.
Basic Qualifications for RF-0601: Applicants must possess a degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. In addition to the basic qualifications requirement, a Ph.D. in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position is required.
Candidates must show clear evidence of specialized experience.
Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as experience serving as a senior advisor to internal and external partners, public health officials, and stakeholders in the management, coordination, and oversight of immunization and respiratory diseases policies, performance goals, and evaluation of an organization.
Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
