DCSA's Office of Communications and Congressional Affairs (OCCA) is seeking a Public Affairs Specialist to assist in the planning, development, and edit of informational material for DCSA newsletters, internal & external media sites, to include social media, and DCSA's GATEKEEPER Magazine. This is an excellent opportunity for those with experience researching, analyzing, writing, and editing diverse informational materials and developing media campaigns.
Duties
As a PUBLIC AFFAIRS SPECIALIST you will be responsible for the following duties:
- Serve as a Public Affairs representative for DCSA.
- Produce comprehensive strategic communication plans that explain and promote assigned DCSA mission and operational areas to both internal and external audiences.
- Serve as advisor to leadership about all matters involving public information issues, media engagements and communications policy.
- Formulate and draft themes, messages, and speeches for key agency personnel, news releases, presentations, articles, information papers, and related staff activities.
- Develop a variety of written material and products for release across all agency platforms.
- Initiate, administer, and direct internal and external information programs to meet various information needs in conformance with the overall mission and policies of the agency.

Quantico, VA
All U.S. Citizens who reside or currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.
Washington, DC
All U.S. Citizens who reside or currently employed in the Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience with production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media; Ability to recognize an organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization; Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities; Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Identifies and understands economic, political, and social trends that affect the organization.
Specifically you will be evaluated on the following competencies:
