This is a non-supervisory, bargaining unit position. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

Duties

The Resources, Science and Industry Division of the Congressional Research Service seeks an Analyst in Environmental Policy. The analyst will possess knowledge of theories, concepts, processes, techniques, principles, and/or practices related to environmental review, NEPA policy, and/or issues related to the implementation of NEPA. This includes knowledge of the history, trends, and evolving status of NEPA and its implementation, policy issues associated with environmental review, and the relationship to federal actions and project delivery.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of environmental policy and/or science issues related to environmental review and the National Environmental Policy Act** Ability to analyze public policy issues** Ability to write in a public policy context** Ability to convey analysis and information orally through briefings, consultations and other presentations Ability to lead collaborative research tasks Ability to exercise objectivity in all phases of analysis and consultation Ability to communicate effectively other than in writing
