The position is located ?in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network. (VISN 6), Richmond VAMC, VA, in the office of the Chief, Health Administration Service (HAS). The Administrative Officer of the Day (AOD) represents the medical center director in all administrative matters occurring when assigned to other than a normal tour of duty.
Duties
Duties include but are not limited to:
Delegated full authority of the Director for administrative activities occurring on off tours
Interprets and applies VA rules and regulations relating to determining legal eligibility to benefits relating to hospital admission; nursing home; domiciliary; fee basis; outpatient care; dental treatment; prosthetic appliances; patient transfer; and beneficiary travel
Certify documents pertaining to the administration of laws concerning VA
Coordinates the resolution of medical-legal problems concerning the medical center
Ensures that appropriate legal, regulatory, and policy requirements are met
Interprets and applies benefits associated with local and national sharing agreements, Memorandum of Understanding (MOUs), and contractual agreements with other federal, state, local and private entities
Ensures that appropriate legal, regulatory, policy, and contractual requirements are met
Resolves administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival, homicides, medical emergency, and cost recovery matters
May serve as a Fund Control Point Clerk or Official for various fund control points within PAS
Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD) and all other clinical and administrative staff concerning administrative matters necessary for the operation of the medical center during other than normal tours
Provides orientation and situational technical advice to physicians regarding VA policies and procedures
Coordinates non-routine contacts received at the medical center
Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private hospitals, veterans service organization representatives VA Headquarters and the general public
Functions as Patient Advocate
Establishes and maintains a liaison relationship with the Public Affairs Office.
Provides guidance to personnel assigned to other than normal tours of duty, such as, medical clerks, telephone oper.itors, file room personnel, admitting and clinical clerks; hospital Police; NESS staff, and serves as an advisory resource
Administratively approves and coordinates tests and procedures which cannot be done at the medical center on off tours
Locates available source and authorizes VA payment of services at community hospitals, or resolves in accordance with established sharing arrangements, contracts, or agreements.
Work Schedule: Midnight to 10 am or Midnight to 8am, Rotating weekends and holidays
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023.
Time-In-Grade Requirement GS-07: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers; Maintenance of confidentiality of patient/employee information, electronic and print; managing the medical center performance improvement program; ability to work and function in the medical center in a safe manner, including infection control and the correct operation of equipment; provide Age-specific care, as identified in the age-specific competencies, including knowledge of changes associated with aging and principles of growth and development relevant to the adult and geriatric age groups; ability to assess and interpret data about the patient's status; and ability to identify age-specific needs and provide the appropriate care based upon the age-related factors noted.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires sitting and standing, as well as, frequent walking throughout the Medical Center. The position requires considerable writing, reading, and computer activities. The work is performed primarily in a clinical setting. The employee's duties, especially training, will necessitate periodic visits to all areas within the unit.
