This position serves as a Safety & Occupational Health Manager in the Bureau of Land Management, Oregon/Washington (OR/WA) State Office, Division of Management Services.
Duties
The Safety and Occupational Health Manager is responsible for management of a multi-state (Oregon and Washington) safety program and serves as advisor to the State Director and all managers and supervisors statewide on safety related matters.
The incumbent is responsible for providing oversight and guidance for a statewide Safety and Occupational Health Program. The incumbent creates and maintains a safety and occupational health program consistent with all applicable safety and occupational health regulations and policies, as well as the principles and techniques of risk management; and develops, implements, and promotes safety systems and processes that identify and eliminate hazards, and ensures the protection of employees and the visiting public. The incumbent works closely with supervisors and staff to mitigate risks associated with field work and conducts safety investigations and safety inspections statewide. The incumbent provides guidance, policy, and direction to a broad range of District staff on the full range of safety and health concerns. The incumbent coordinates and/or develops safety trainings and educational campaigns; and works collaboratively with BLM National and State Safety Officers and/or agencies on development of safety related policies and safety materials.
The incumbent also works closely with the State Emergency Management Coordinator on coordinating the State Office Emergency Management and Continuity of Operations Program.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Specialized Experience: One full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) managing a safety or occupational health program; (2) developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; (3) implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; (4) inspecting or surveying buildings, construction sites, housing, hazardous waste storage and utility systems for compliance with established safety and occupational health policies; (5) training workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
