This position serves as the Healthcare Risk Management Program Manager at the Phoenix Service Unit in Phoenix, AZ. This position covers inpatient, ambulatory care, and emergency areas. Incumbent provides advisory services to the Director of Healthcare Risk Management, Chief Quality Officer, Service Unit Management Staff, Executive Management Staff and Governing Board.
Duties

Participates in the development of innovative, evidence-based approaches to the establishment enhancement, modification, and/or improvement of care with a focus on minimizing the risk of harm to patients, liability exposure of our healthcare providers, and financial loss to the agency.
Demonstrates knowledge of current concepts and principles of performance improvement, the Medical Center's improvement methodology and framework, and external review standards.
Responsible for hospital-wide Healthcare Risk Management Program and risk reduction activities, which includes managing Administrative Tort Claims, interfacing with legal counsel, administering the program on a day-to-day basis, managing and analyzing risk assessment data utilizing electronic health records to review patient medical treatment and plan of care.
Conducting risk management educational programs, and complying with health care error reduction related standards by the Joint Commission, all with the objective of reducing the risk of adverse patient events.
Serves as a consultant providing clinical advisory tasks related to such functions as developing and assessing clinical health outcomes quality measures; evaluating clinical case reviews for adequacy of care, compliance with clinical and regulatory guidelines.

BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: Applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications for GS-11 stated below.
MINIMUM QUALIFICATIONS:
GS-12 Level: At least one (1) full year of professional nursing specialized experience (equivalent to the GS-11 grade level) such as; working closely with chiefs and other in planning, designing, integrating, implementing, modifying and administering a Risk Management Program. Monitors Risk Management Program compliance with the Joint Commission Standards, CMS and other regulatory agency requirements. Develops strategies to disseminate "lessons learned" to appropriate staff throughout the organization. Facilitates, coordinates, directs and leads multidisciplinary teams and groups addressing the investigation of healthcare issues and development of action plans.
