This position is located within the Cyber Intelligence Directorate of the Office of Intelligence and Counterintelligence (DOE-IN). DOE-IN identifies and mitigates threats to US National Security and the DOE Enterprise and informs national security decision-making. The position serves as an Information Technology Specialist supporting the assigned organization.

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. At the full performance level GS-14, Information Technology Specialist, you will: Assist the Division manager, Enterprise Information Technology (IT) Operations Director and the Network Operations Center (NOC) manager to facilitate Enterprise IT services. Work as a team leader, ensuring Network operations team members are working together and diligently to keep our network systems on-line and functioning securely and facilitate Continuity of Operations Plan (COOP) and Continuity of Government (COG) operations. Provide federal oversight over the RouterHead group which is a board of volunteers who provide enterprise assistance to network operations across the national laboratories. Provide regular consistent guidance to the contractor staff relative to network standardization efforts and Enterprise IT services. Support interactions with the Security Operations Center (SOC) and NOC to ensure operations are consistent and within security guidelines identifying anomalies where they may arise.

  • Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).

Qualifications

BASIC REQUIREMENT: For IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade GS-14 level in the Federal service. Specialized experience for this position is defined as: Providing input to assist with the development or implementation of Enterprise Network monitoring processes and procedures to support mission requirements. Recognizing Network requirements and assist in developing Network Program and Project Plans, to including tasks and schedule for Information Technology (IT) Network projects. Collaborating with various offices to ensure IT projects adheres to the established processes.
