Duties

Preparation and administration of A-E contracts, including maintenance of A-E qualification records from which selections are made. Assists Engineers, Architects and scientists in the preparation of Government Estimates of cost for AE services for Stand-Alone AE Contracts and for work performed as task orders under Indefinite Delivery Indefinite Quantity A-E Contracts Reviews technical scopes of work provided by others to insure a clear understanding of the expected deliverable. Combines contracting clauses with technical requirements and issues a request for proposal from the selected A-E. Receives the A-E proposal, reviews it, and requests an audit when required. Prepares pre-negotiation objectives memorandum, conducts negotiation of the contract, prepares the negotiation memorandum, assembles the contract or task order award package, obtains funding from the Project Manager, and routes for award. Upon award, administers the contract, enters specific contract data into Engineering Division's A-E Contracts Database, and prepares modifications when required. Integrates and completes technical specifications prepared by all of the engineering and architectural disciplines into final detailed specifications. Develops advertised or negotiated contract technical provisions for a complete solicitation package, including all technical and contractual components, in an electronic format for advertisement as an Electronic Bid Solicitation as mandated by USACE. Serves as the Specifications Engineer and District advisor on the structure and components of the completed solicitation package to satisfy user needs for construction, maintenance, repair and removal projects. Develops and establishes the various milestones in the project schedule relating to the preaward activities such as dates for the Pre-Solicitation Notice, Bid Issue Date, Last Date for amendments, Proposal/Bid Opening Date. Reviews and checks specifications prepared by equal or higher graded engineers for technical adequacy, completeness, clarity, conformance with standards, regulations and policy, and coordination of texts. Performs or designates research to supplement information furnished by Design Memoranda and plans and correlates the information for preparation of complete specifications covering dredging, Civil Works, Military and Support for Others Projects. Provides overview of completed solicitation packages to ensure appropriate provisions are included based on the specific acquisition strategy established by the Project Delivery Team. Develops or supervises preparation of Bid Schedules, including Bid Options and/or additive alternates, and special provisions covering all types of contract work, ensuring that documents and specs comply with current regs and technical manuals. Serves as the District Point of Contact for all Contractor Requests For Information (RFI) during the advertising period for assigned projects. Prepares and transmits all responses to Contractor RFIs ensuring that proper language is utilized and that one contractor is not given information that may give them an unfair advantage over other Bidders.

Some Engineering positions salary May Be based on a special salary rate table (SSR) 0755, if the position is applicable. This special salary rate table excludes the Architect (0808) and Engineers (0819 and 0896) series. Therefore, the salary will be based on the selectee's series and locality of the duty station. Architect 0808 and Engineer 0896 and 0819 series salary range $82,830-$107,680 Engineers 0810,0830 and 0850, series salary range $97,169-$118,499 This announcement uses the Direct Hiring Authority for Certain Personnel of the Department of Defense workforce to recruit and appoint qualified candidates to certain positions in the competitive service. Basic OPM qualifications for the GS-0810/0830/0850/0855/0819/0896:https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800 Basic OPM qualifications for the Architect-GS-0808: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/architecture-series-0808/ In addition to meeting the basic requirement above, to qualify for the GS-12 position you must also meet the following qualification requirements listed below: Specialized Experience: One year of specialized experience at the GS-11 level which includes (1) performing the planning, engineering, and contract administration of Architect-Engineering contracts and projects to include preparation, coordination and assembly of contract documentation; (2) developing engineering design and construction contract preparation documents ; (3) preparing and providing analysis of Independent Government Estimates for A-E services, receives and reviews A-E work proposals, conducts negotiations and assembles contract award packages; and/or (4) developing advertised and negotiated contract technical provisions for complete solicitation packages, with data input into an automated system , such as SPECSINTACT. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using specialized experience alone--no substitution of education for specialized experience is permitted.
