The Supervisory Program Specialist for the professional medical Education Program and is an integral part of the Medicine Service management team. The incumbent is central point of contact for all education administration issues in the overall Medical Service Education Program. Medical Service also has a prominent education mission and is highly affiliated with the University of California San Francisco's School of Medicine and Department of Medicine and its training programs.
Duties
The primary purpose of the position is to supervise and manage administrative employees for the newly formed education division within Medicine Service. The main purpose of this division is to oversee the onboarding and management of the medical trainee program within Medical Service at SFVAMC.
Major duties include but are not limited to:
Overseas the daily operations of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Participates in developing timely and executable plans of action for assigned programs requiring extensive coordination.
Manages assigned actions, monitors status, prioritizes activities, and provides comprehensive status updates.
Develop and implement comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects, actions and activities for the assigned organization.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives and analyzes program performance data to identify issues and make recommendations for improvement.
Develops recommendations and policies and prepares and issues procedures and guidelines for implementation of program or administrative policies, delegations, and requirements and is responsible for the coordination, preparation, and analysis of a wide variety of reports.
Responsible for the overall collecting, monitoring, and analysis of data pertaining to the Education Program, using databases available at the local, VISN, and national levels including (but not limited to) the Pharmacy Benefits Management package (PBM), the VHA Support Service Center (VSSC), the Clinical Patient Record System (CPRS), VistA, and other databases used throughout the Veterans Health Administration, the San Francisco VA Healthcare System, and the Medical Service.
Manages the Education Program Budgets which encompasses a) contracts b) trainee meals c) meal cards d) supplies. Serves as the purchase card approving official.
Performs analytical and evaluative work in this role; determines and defines ADPAC requirements the Education Program. Prepares or ensures preparation of analysis and justification to substantiate requests for software and hardware. Provides and coordinates or oversees computer system support to the Program through the entering, manipulating, sorting, refinement, maintenance, and retrieval of data.
Orders or ensures Domain and Vista/CPRS passwords and Outlook accounts are ordered for new users. May have to re-activate existing accounts that have been terminated or deactivated. Gives or ensures computer and systems access are given to new physicians and coordinates computer training and initial set up into the VHA system.
Serves as the contracting officer's representative (COR) for contracts within the Education Program. Monitors all aspects of contract specifications and alerts supervisor and Contracting Officer (CO) of issues related to noncompliance.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizes administrative practices and procedures which may include data collection, organization utilizing various software programs; and inputting, uploading, retrieving, sorting and recording information from databases contained in internal and external computer program sources; Apply management tools and techniques (flow charts, cost/benefit analysis, graphs, spreadsheets, information systems and applications, time management) to conduct and compile analytical studies; Interpret various agency wide, VISN and local policies, procedures, guidelines and directives to fully accomplish major assignments successfully; and effectively communicate verbally and in writing with individuals of varying levels within various health care organizations concerning a wide variety of subjects. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: The work is primarily sedentary; some slight physical effort may be required. Occasional walking between departments to attend meetings and to retrieve information and documents are required. Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required.
