The position is in the Business Office of Medicine, a multidisciplinary organization which includes physicians, nurses, allied health professionals, technical, clerical and administrative support staff. This large service line (304+ FTE) provides both inpatient medical and primary and specialty outpatient care to approximately 30,000 unique veteran patients each year.

Duties

The incumbent is responsible for daily, weekly, and quarterly creation and/or revision, maintenance and management of reports for approximately 150 Clinics. A high level of personal discretion of data interpretation, understanding Business Acumen, and communication with all staff related to patient care and responsible administration of each segment of patient care must be analyzed in order to effectively produce utilization reports, disseminate encounter and consult reports for clinics to review and adjust to meet CMCV AMC organization mission. The incumbent applies theories, methodologies and management principles to create and maintain efficient and effective, procedures, departmental organization, manpower utilization, information and documentation systems, and/or similar functions of management that have an impact on the Medical Care Line Sub? Specialties. The incumbent achieves this through the utilization of various systems, including, but not limited to, VISTA and VSSC for clinic utilization monitoring, labor mapping updates in DSS, IPEC Productivity programs, along with many other internal and major external systems. Duties include but not limited to: Program Administration: The incumbent monitors, and assesses provider availability, clinic grid availability, space (room assignments), ensuring appropriate staffing, and access for Veterans. This is coordinated between physicians who have both outpatient and telephone clinic profiles. Incumbent continually produces, interprets and presents, both orally and in written content the relevant data to the ACOS, Business Manager, and section chiefs that will be instrumental in the revision of policy, and guidelines utilized within the Medicine Service Line, and in collaboration with other Care Lines in order to maintain safe and efficient medical practices affecting the entire facility, and patient safety and satisfaction. Incumbent carries out continuous training and assistance to new and existing personnel regarding the evolving business operations policies and procedures. The incumbent analyzes and interprets data for Encounters and Clinic Utilization, which includes continual drill down and monitoring of performance measures in VSSC, and extracting and analyzing data in additional systems such as, but not limited to, VISTA, DSS, and TMS for completion, accuracy and timeliness of medical documentation as governed by JC, VHA and facility standards. Compilation, interpretation, and presentation of all data into accurate reports and presentations are relayed to the ACOS. Incumbent is responsible for oversight of provider educational requirements as a Talent Management System Administrator to ensure all required training is assigned and complete and that delinquencies do not occur which would cause access to Government Computer Systems, and physical access to Government facilities to be compromised. Incumbent is responsible for knowing, understanding, monitoring, documenting, and ensuring proper application of, and reporting of VISN and National access measures in Care Line services daily. The incumbent cumulates and interprets reports from the RAMP, PYRAMID, VSSC, VISTA and DSS data base/s, for all clinicians reflecting workload and utilizes such data to project future operational needs, and maintains a proper and acceptable productivity level for providers resulting in appropriate access and care for Veterans. The incumbent is responsible to extract and monitor data, apply proper and accurate analysis using qualitative and quantitively techniques and calculation, on a regular basis, of performance measures and monitors such as; Open Encounters, Pending Consults, delinquent H&Ps, delinquent Discharge Summaries, signed/unsigned clinical documents, view alerts, etc., and Medicine providers' TMS/Education training reports, in order to ensure providers are providing comprehensive safe care to Veterans. The Program Analyst is the primary contact and Medicine Service Line representative at the Consult Management Committee. The incumbent also serves as the Alternate Records Liaison for the Medicine Service Line. Incumbent serves as Personnel Clerk for the service line preparing all necessary actions. Coordinates the credentialing and privileging activities within the service line with the Medical Staff Office to ensure that timely physician appointments and reappointments occur. The incumbent is also responsible for working closely with the Human Resource office to ensure that all SF-52s and other pertinent documents are received for all personnel actions for employees listed under the Medicine Service in a prompt and timely manner. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 6 in the normal line of progression for the occupation in the organization.
