About the Position: As a Facility Operations Specialist, the incumbent will perform professional duties to (1) recommend, coordinate, and assist supervisors/managers in the operation, inspection, and maintenance of the District O&M projects; and (2) to facilitate and/or participate in overall condition assessment of assets and use information in budget development.

Duties
Document and manage the assigned projects Asset Management Programs and Investment Plans.
Participates in the Operation Division's goals and objectives and prioritizes short term (1-5 year) and long term (5-20 year) asset plans.
Participate in field inspections as needed to determine condition of components and systems such as electrical, mechanical, and hydraulic such as flood control gates/structures, hydropower plants, bridges, water and sewer treatment facilities, etc.
Advise supervisor/manager on performance/replacement/maintenance on project assets.
Implement standardized terminology, process, metrics and methods needed to incorporate risk based assessments in management of assets such as turbines, generators, spillways, navigation locks, levee systems, habitat management units, parks etc.
Utilize Facilities, Equipment, and Maintenance (FEM) program at assigned projects to track all project maintenance and ensure that proper maintenance records are kept.

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes (1) conduct facility project inspections to evaluate condition of components and systems such as electrical, mechanical and/or hydraulic (i.e. flood control gates/structures, hydropower plants, bridges, water and sewer treatment facilities, etc.), evaluate use patterns and identify maintenance, repair, and construction requirements; (2) operate a computerized management system to track, schedule, gather data, and perform analysis of projects/programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
