The Commercial Law Development Program (CLDP) of the U.S. Department of Commerce, Office of General Counsel is seeking an Attorney to join our outstanding team in the mission to help developing countries improve the policy, legal and regulatory conditions for doing business, thereby creating better economic opportunities for local entrepreneurs and American companies doing business overseas.

Duties
The Attorney Advisor (International) position at the GS-13 grade level is entry-level and the duties may vary with increasing responsibilities. The following duties represent Attorney-Advisor (International) position at GS-14 level:
Serve as the primary implementer for the Office of General Counsel's international development programs. Consult with other U.S. government agencies, foreign government officials, and members of the private sector to assess development needs and to design and implement assistance programs.
Support the U.S. Government's vision of a Free and Open Indo-Pacific. The work in the Asia-Pacific region focuses on building partner governments' capacity to implement complex infrastructure projects and improve the investment climate.
Work within the Commercial Law Development Program (CLDP) to strengthen the capacity of government actors to resist coercive, corrupt, and unsustainable development practices.
This position requires regular travel to Asia. The major geographical focus of your programming will be the Indo-Pacific region, including, but not limited to, Bangladesh, Indonesia, Laos, the Maldives, Mongolia, Nepal, the Pacific Islands, the Philippines, Sri Lanka, and Timor-Leste.
This Job Opportunity Announcement may be used to fill other Attorney Advisor (International) GS-0905-13/14 positions within the Office of the Secretary in the same geographical location with the same qualifications and specialized experience.
Qualifications
Qualification requirements in this vacancy announcement are based on the Department of Commerce Attorneys and Law Clerks standards for Hiring and Advancement guidelines. The Office of Personnel Management (OPM) has no Group Coverage Qualification Standard for this series.
Basic Requirements for All Grade Levels:
1. EDUCATION REQUIREMENT: Must be a law school graduate with a Juris Doctorate (J.D.) degree from a law school accredited by the American Bar Association and
2. ACTIVE BAR MEMBERSHIP in good standing in one of the 50 United States, Washington D.C., Puerto Rico or the U.S. Virgin Islands.
Minimum Requirements
The minimum required experience applicants must possess at each grade level (or equivalent) is as follows:
GS-13: Must have two (2) years legal experience or relevant professional experience (legal or non-legal) obtained after receipt of J.D. degree which demonstrates the ability to perform the work at this level. Relevant non-legal professional experience includes as an International Program Specialist within the Commercial Law Development Program (CLDP).
GS-14: Must have three (3) years of relevant legal experience post J.D. degree of progressively responsible legal experience of a professional nature which demonstrates the ability to perform the work at this level.
AND
Language Proficiency is highly preferred in one or more of the following Asian Pacific regions: Bangladesh, Indonesia, Laos, the Maldives, Mongolia, Nepal, the Pacific Islands, the Philippines, Sri Lanka, and Timor-Leste.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
