This position is in the Department of Labor (DOL), Office of Public Affairs (OPA) located in Washington, DC.
This position is inside the Local 12, AFGE bargaining unit.
Duties
As a Public Affairs Specialist, you will perform the following duties which is not an all-inclusive list:
Provide expert level support in articulating the agency's message, philosophy, and position on program issues and agency activities.
Arrange media events, including news conferences and briefings, conference call interviews, photo sessions and other events involving the news media.
Advises on the preparation and implementation of the agency's public affairs plans, activities, and events with the purpose of maximizing media attention and exposure for the agency.
Serves as the agency's consultant on all media related issues.
Develops media marketing plans for the agency.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of 08/23/2023, the announcement closing date.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-13 includes:
Writing or editing materials for public view, such as news releases, speeches, blog posts, etc.; and
Directing on-the-record contacts with members of the news media, and
Coordinating public campaigns, events and roll-outs with internal and external stakeholders; and experience coordinating crisis communications.
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).
Time in grade requirement for the GS-13 grade level - 52 weeks of Federal service at the GS-12 grade level (or equivalent).
Education
There is no substitution of education for experience at the GS-13 grade level.
