Job opening: Chief - Space and Facilities Management

Salary: $144 571 - 183 500 per year
Employment Type: Full-time
The position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM). The position serves as the Division Chief for Space and Facilities Management in the Office of Field Operations (OFO). This position is outside the bargaining unit.

Duties

For 0301-15: Plans, develops, manages, implements, and administers complete Space and Facilities Management program out in the field for the Office of Field Operations. Oversees the provision for products and services to agency customers in the field working with the customers, lessors and General Services Administration regarding all space utilize by DOL employees. Assesses customer needs and expectations, establishes organizational priorities, evaluates services to improve customer service, and resolves problems that arise. Analyzes problems and applies sound judgment to make recommendations or decisions for resolution of problems within customers' organizations or the Division. Provides leadership and performs the full-range of supervisory responsibilities for subordinate staff and supervisors for the Safety and Health and Emergency Operations functions. Directs and oversees the planning, developing, and implementing of DOL programs in the field including acting as a consultant, technical advisor, and outreach coordinator. Prepares and delivers presentations to groups of agency officials, managers, staff and other organizations detail Safety and Health and Emergency Operations programs, processes, and procedures. Oversees efforts to improve operations, programs, and services and/or gain efficiencies. Works across the organization to craft and implement internal management and operational reforms to increase the cost-effectiveness and productivity of operations.

Requirements

  • HR to Delete or Add Conditions of Employment individually: (4) Requires medical exam and must maintain physical requirements. (5) Subject to frequent overtime. (6) Subject to a drug test prior to appointment at GS-11 and GS-12 grade levels.
  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

You must meet the "Specialized Experience" to qualify for Chief - Space and Facilities Management, as described below. For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-15 includes: Broad knowledge of DOL policies, regulations, directives, program objectives, and missions of various organizations serviced; application of management principles and techniques to provide direction to a staff performing duties associated with space management and facilities management services for numerous agencies; Skill in communicating effectively, both orally and in writing to convey recommendations to the agencies serviced; skill in analysis of problems and the application of sound judgment to make recommendations or decisions for resolution of problems within customers' organizations and knowledge of supervisory/management techniques to direct a staff providing critical guidance to officials.
