The position provides a full range of outpatient SUD services including ambulatory detoxification services, outpatient SUD services and an Intensive Outpatient Program (IOP). The SUD Program serves Veterans in various stages of readiness and recovery who frequently have mental health co-morbidities and exhibit difficulty coping with psychosocial problems including frequent crises and lack of social support systems.

The incumbent must be knowledgeable of mental health diagnoses and their impact on an individual's overall mental health and substance use/abuse. The incumbent demonstrates the ability to provide a myriad of treatment and services including case management, crisis intervention and the provision of evidence-based treatment for individuals, groups, families and couples therapy. The incumbent is assigned supervisory duties for the SUD Intensive Outpatient Program (IOP) and the SUD Outpatient Recovery Program (ORP) staff which can include social workers who are at different levels of practice including the independent advanced practice level, psychologists, addiction therapist and peer support specialist. Veterans served by SUD staff are typically from high-risk populations, having complex diagnoses and psychosocial problems. The Supervisory Social Worker assumes professional, technical, clinical, and administrative responsibilities for all staff psychotherapy duties in these areas, in collaboration with MHS & SUD leadership. In addition, the incumbent uses data related to these programs to determine such needs as staffing, schedules, programming, correcting deficiencies etc.
Supervisory Duties:
Supervises SUD psychotherapists assigned to the IOP & ORP programs performing work at various GS levels and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts, interdisciplinary collaboration and includes providing direct services to meet the mission of the area.
Participates in the recruitment of qualified psychotherapists, to include interviewing, selection/hiring and orientation of new psychotherapy staff or staff re-assignment to another work area.
Performs the administrative and personnel management function relative to staff supervised.
Works to resolve informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary.
Administers information and analytical systems to evaluate and enhance the quality of service provided to patients.
Provides education and consultation to VA staff, Veterans and their families, staff of non-VA organizations regarding psychotherapy practice, services provided by SUD psychotherapists, as well as the professional roles and responsibilities of SUD psychotherapists.
May serve as field instructor/preceptor to ensure social work student interns receive education and training consistent with clinical social work practice guidelines and protocols.

Clinical Functions:
Performs treatment of Veterans with complex substance use disorders and co-morbid mental health disorders.
Routinely completes clinical reminders across a broad spectrum of mental health disorders including (but not limited to) post-traumatic stress disorder, depression, traumatic brain injury (TBI) and Military Sexual Trauma (MST).
Completes psychosocial assessments and collaborates with the Veteran/family to develop treatment plans.
Routinely meets with Veterans to review progress in treatment, and to address barriers to successful treatment goal attainment.
Demonstrates the ability to teach and mentor staff, fellows, and students in this special area of practice; and to provide supervision for licensure or specialty certifications.
Provides Advanced Directive information and education.
Performs comprehensive suicide risk screenings and assessments and develops and integrates safety planning and safety goals into the Veteran's collaborative, individualized treatment plan.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Supervisory Social Worker, GS-12
Education and Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience
Additionally, the candidate must demonstrate all of the following KSAs in their resume:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services.
(d) Ability to provide staff training and development.
(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
(KSAs must be clearly reflected in resume under description of duties in order to be found qualified for this position/grade level).
Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Experience and interest in treating substance use disorder (SUD), SUD with challenging co-morbid conditions, and enjoys outpatient and case management
