The position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM). As the Associate Director of the Office of Field Operations (OFO), this position is responsible for assisting the OFO Director in managing the delivery of field services to DOL employees outside the National Capital Region.
This position is outside the bargaining unit.
Duties
For 0301-15:
Oversees and manages broad initiatives, programs and policies related to the administration and management of an organization.
Assesses customer needs and expectations, establishes organizational priorities, evaluates services to improve customer service, and resolves problems that arise.
Makes major determinations in matters such as initiation or curtailment of administrative procedures, programs or projects and changes in administration program emphasis and diversion of resources.
Formulates and executes administrative policies and procedures.
Serves as a key advisor to the Assistant Secretary and Deputy Assistant Secretaries concerning a broad range of administrative field services, and is responsible for intra-agency coordination of DOL-wide management programs.
Plans and sets goals and long-range objectives to provide guidance and broad direction on program execution, evaluating the effectiveness of regional facilities, budget, supply, client engagement, customer service programs, etc.
Determines the strategic direction of OFO, service delivery objectives, and oversees the execution of operations. Develops goals and long-range objectives that integrate executive leadership's strategies and objectives into OFO practices.
Performs other duties as assigned.

Qualifications
You must meet the "Specialized Experience" to qualify for Associate Director, as described below.
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-15 includes: planning and executing regional administrative policies and programs and providing authoritative technical advice and guidance in one or more of the following administrative and management areas: budgeting, finance, space management, employee safety and health, emergency preparedness, an physical security; conducting program evaluations to identify areas of ineffectiveness and/or inefficiency, recommending solutions, and long/short range strategic planning; experience should include program or project management responsibility in the areas listed above.
