The primary purpose of this position is to serve as a senior Foreign Military Sales (FMS) logistics management specialist directing, developing, implementing, or functioning as part of a logistics management operation for an organization involved in support of FMS items or systems

Duties

1. Responsible for Foreign Military Sales (FMS) cases involving one or more countries. 2. Serves as the senior Program Manager for development of assessment criteria. 3. Manages program compliance with the Security Assistance Program (SAP). 4. Presents briefings at conferences or in task groups.

  • This is an acquisition coded position. Selectee must complete required certification level 1 in Life Cycle Logistics within 24 months of assignment.
  • 1 of 2: Selectee must meet the designated certification AOC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development Database.
  • 2 of 2: Entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes that I have, or will have within 120 days, will have 52 weeks (one year) of specialized experience equivalent to at least the GS-11 level. Specialized experience includes logistics and acquisition; logistics management, international acquisition and logistics processes and sustainment; retail supply, use of Defense standard and unique supply systems, ability to identify problems and determine resolutions; ability to gather and analyze data and make recommendations and policy guidance based off those results. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement." FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support. 2. Knowledge of theories and principles of Foreign Military Sales development and execution, and the Security Assistance Program and policy. 3. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition. 4. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use, to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program. 5. Ability to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
