The primary purpose of this position is to advance AFLCMC's ability to acquire, develop, support and sustain Products and Services by generating logistics solutions and supporting personnel. Serves as a logistics management specialist in support of acquisition phases and/or sustainment of assigned systems, subsystems, programs, or major equipment for AFLCMC Directorate.
Duties
1. Serves as the focal point for planning, management, and coordination of life cycle logistics support for a major weapon system or subsystem. Responsible for planning, managing, and coordinating the total cradle-to-grave life cycle logistics support for assigned systems or subsystems, integrating separate functions of supply, maintenance, procurement, and quality assurance into logistics activities required to sustain system fielding. Participates in determining support requirements; i.e., workloads, schedules, test equipment, facilities, skills, and training.
2. Manages, monitors, evaluates, and coordinates ILS plan implementation. Manages and monitors acquisition projects throughout their execution. Monitors functional and supporting organization compliance with milestones and performance criteria. Coordinates and integrates taskings needed for execution from different functional organizations. Continuously evaluates the status and effectiveness of program support in all functional areas to ensure support plans and time-phased schedules are followed by all involved.
3. Serves as the senior technical advisor on contracts. Assists users in translating project plans into contractual documents. Develops comprehensive logistics evaluation criteria to measure contractor progress in meeting program objectives. Participates in contract administration ensuring compliance with contractual and funding processes and procedures used in the development and delivery of products and services. Monitors organization and contractor compliance with milestones and system performance criteria.
4. Serves as the senior representative and spokesperson in communicating program matters. Represents higher-level officials at command conferences to advise on current and future status of the program relative to acquisition logistics. Participates in discussion of new requirements, resolution of problems, and coordination of work between involved agencies. Keeps all program participants aware of program plans, goals, and objectives. Prepares and presents briefings relative to programs assigned.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of closing of this announcement, 1 year of specialized experience equivalent to the NH-2 (or equivalent GS-11) or higher grade level (may have been obtained in the federal service, military, or public sector). My experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to the Logistics; providing technical assistance to supervisor regarding duties; and preparing programs, policies, and activities regarding logistics.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
2. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program.
3. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition.
4. Knowledge of contractual processes, procedures, and technical requirements.
5. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
6. Ability to communicate effectively, both orally and in writing.
