You will serve as a TSCM INVESTIGATOR in the TSCM Support Division of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties

You will apply security principles, concepts, and methodologies of technical surveillance countermeasures. You will collect and maintain data, analyze threats posed to systems, and initiate appropriate investigative actions. You will analyze and research existing and potential physical and electronic threats directed towards Department of Navy worldwide. You will assist with completing electronic, visual, and physical security examinations to ascertain areas are free of technical security hazards and weaknesses. You will develop reports, technical summaries, and recommendations pertaining to TSCM inspections, and investigations including identification of technical and physical security vulnerabilities. You will install and operate technical and counter-surveillance equipment to accomplish investigations and inspections. You will review security policies, design, evaluate, and install protection systems and technical devices to aid in assuring that sensitive information, equipment and other material is not compromised. You will research and test a variety of available technical surveillance equipment to identify possible use by hostile intelligence, terrorist, and criminal threats and make recommendations and evaluate equipment for purchase.

  • Must be able to obtain an interim and/or final TOP SECRET/SCI security clearance prior to entrance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You may be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is requires completed medical examination and must have vision at a minimum of 20/30 in one eye and 20/20 in the other eye, distant and near, through normal vision or corrective measures.
  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, organizing, and conducting on-site Technical Surveillance Countermeasure (TSCM) investigations relating to facilities/infrastructures to ensure they are devoid of technical surveillance devices; Identifying and investigating hazardous conditions that could facilitate technical surveillance and technical and physical TSCM weaknesses; Operating telephone network connectivity and equipment in the fields of both analog and digital telephony; Applying IT concepts and working with systems to include computers, network components, peripheral equipment, software, firmware, services and related IT technology areas in order to identify and investigate facility IT architectures; Utilizing inspection techniques to ensure TSCM compliance, identify and investigate TSCM violations, adequacy, and effectiveness of security programs; and Utilizing radio frequency (RF) equipment such as RF transmitters, receivers, and antennas. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing Technical Surveillance Countermeasure (TSCM) investigative techniques to select and use the proper technical equipment and operational techniques for investigative applications and operations; Installing and operating technical and counter-surveillance equipment; Working with voice and data networks as they relate to telecommunications and internetworking systems; Reading and understanding electronic schematics; Working with a variety of typical physical security locks and locking systems, as well as knowledge of basic lock picking, lock bypass techniques and associated theory; and Utilizing electronic equipment in areas used for criminal investigative purposes.
