This vacancy is for a Supervisory Information Technology Specialist (APPSW) position in the Demographic Survey Division (DSD), located at the Headquarters in Suitland, MD. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties

Planning, directing and coordinating the development, preparation and implementation of technical operational specifications involved in the processing of statistical data. Planning and monitoring electronic digital computer systems processing. Planning and coordinating the application of new developments and techniques to automated systems for the purpose of achieving maximum effectiveness regarding utilization of such systems in the Bureau's operations.

This Job Opportunity Announcement may be used to fill other Supervisory Information Technology Specialist (APPSW), 2210, 14, FPL GS-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. For GS-2210 all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the basic requirements above, applicants must also demonstrate specialized experience below: Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes Managing and directing the work of the branch including providing IT support and data processing, data collection support and post data collection processing. Develops software applications using languages such as SAS and/or Python and coding standards (guidelines, best practices, conventions, etc.). Planning and implementing system integration and various testing operations for assigned software and ensures technical requirements are met. Ensures the development and delivery of quality software products that meet customer needs. There is no education substitute for specialized experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
