You will serve as a Operations Research Analyst in the Navy Price Fighter (NPF) Department of NAVSUP WEAPON SYSTEMS SUPPORT.
Duties
You will perform various forms of proposal evaluation and pricing validation support to the buyers, managers, and users of Department of Defense (DoD) and Non-DoD weapon systems, spare parts, and support services.
You will develop a functional cost model to ensure accurate pricing of the contractor?s submittal, and allow for the alternate pricing of all recommended positions resultant from the proposal evaluation.
You will identify and thoroughly evaluate all primary cost drivers, establishing and analyzing a representative sample wherever necessary and/or applicable.
You will input all recommended findings into the developed cost model, and summarize the evaluation results in the form of a detailed technical report specifically tailored to the format of the proposal and/or requests of the customer.
You will perform technical cost analyses in support of the acquisition of weapon systems, weapon subsystems, and weapon system components.
You will conduct special cost studies where it is necessary to work with other subject-matter specialists to define objectives, system parameters, and level of detail.
You will develop or review life-cycle cost estimates for major and non-major weapon system programs.
You will act in the capacity of subject matter expert in the support of project teams.

Qualifications
GS-09:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing a full range of duties as a professional Operations Analyst utilizing a knowledge of the concepts, principles, and methods of estimating for weapon systems, military programs, and acquisition strategies towards the formulation of general project planning. I have experience performing more complicated routine assignments under close supervision of the supervisor or a Senior Operations Research Analyst. I am able to communicate well both orally and in writing. Specialized experience includes the following duties: 1) Applying mathematical principles/practices with an emphasis on analytical methods and theories when developing and evaluating proposed or current cost procedures, techniques and methods; 2) Utilizing a knowledge of data analysis principles, practices and theories applied to manufacturing, production, cost estimating, and technical processes; 3) Selecting and developing analytical and cost estimating models to ensure the efficiency and effectiveness of operations; 4) Utilizing various computer software applications related to industrial and systems engineering analysis (spreadsheets, computer-aided design, word processing, presentation graphics and database software); and 5) Referring all unusual or controversial issues to the supervisor or Senior Operations Research Analyst.
GS-07:

Specialized experience includes the following duties: 1) Applying mathematical principles/practices with an emphasis on analytical methods and theories when evaluating proposed or current cost procedures, techniques and methods; 2) Utilizing a knowledge of data analysis principles, practices and theories applied to manufacturing, production, cost estimating, and technical processes; 3) Assisting with the selection and development of analytical and cost estimating models to ensure the efficiency and effectiveness of operations; 4) Utilizing various computer software applications related to industrial and systems engineering analysis (spreadsheets, word processing, presentation graphics and database software); and 5) Referring all day-to-day issues to the supervisor or Senior Operations Research Analyst.
