The incumbent serves as a Compliance Officer for the Agricultural Marketing Service's (AMS) National Organic Program's (NOP) Compliance and Enforcement Division. This position is based in Washington DC. The NOP may select multiple hires for this position.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
Applying the laws and regulations, specifically the Organic Foods Production Act of 1990 and the implementing regulations, Freedom of Information Act and Administrative Procedure Act, and administrative determinations enforced by the Agency.
Conducting investigations, securing documentary and other evidence to assess and document compliance with USDA organic regulations.
Reviewing complaint case files - evaluating the facts in hand, identifying potential violations, determining the elements needed to prove or disprove the allegations, and recommending a course of action.
Recommending strategies and practices to monitor and evaluate the adverse action procedures of accredited certifying agents.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates all of the below
Experience assessing agricultural production, food processing, environmental protection, or food safety programs, or businesses for compliance with government regulations.
Experience reviewing incoming inquiries or complaints. Identifying and evaluating potential violations and recommending a course of action.
Experience collecting evidence from, interviewing, and taking statements from witnesses, third parties, and other knowledgeable persons.
OR A masters degree or two full years (36 semester hours) of progressively higher level graduate education leading to a masters degree; or an LL.B. or J.D.
Equivalent combinations of education and experience are qualifying for this grade level. Note: your combination may be computed by first determining your total qualifying experience as a percentage of the experience required for this grade level; then determining your education as a percentage of the education required for this grade level (only graduate education in excess of 18 semester/27 quarter hours may be used to qualify for this grade level). The total percentages must equal at least 100 percent.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
