Duties

Serves as a professional fishery biologist in the Klamath Basin Area Office, Klamath Falls, Oregon. -Participates in planning, developing, and executing field investigations of fish populations in lake and riverine systems to evaluate effects of complex water operations on the Klamath Project, with emphasis on threatened coho salmon and endangered Klamath sucker species. -Periodically serves as senior member of crew conducting and directing fishery investigations including studies of fish population dynamics, distribution, and abundance using electro-fishing, netting (beach seines, trammel nets, hoop nets), and various fish marking techniques; monitoring lake and river water quality using multi-probe instrumentation and other sampling equipment. -Assists with data analyses including data processing, summary statistics, graphics, tables, and other products used in accomplishment reports and environmental compliance. Participates in the preparation of technical reports with guidance from the senior fish biologist. -Assists in development of annual work plans and budgets. Performs station record-keeping, supply procurement, and maintenance of sampling equipment and boats. -Provides guidance and training to lower grade employees in the Klamath Basin Area Office fisheries program. -Performs role within branch and area office team to execute annual budget through participation in acquisition workforce as Contracting Officer's Technical Representative (COTR), Grant Officer's Technical Representative (GOTR), or as authorized purchase credit card holder.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having the following - Degree: Bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects. OR Combination of Education and Experience: Courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience in assisting higher graded Biologists in the application of standard protocols and approaches to collect fish, algal, and habitat samples; compiling and summarizing basic data; and accomplishing routine analysis. These examples are not all inclusive. You could otherwise qualify on the basis of Education. You could otherwise qualify on the basis of Education having the following - Possess one year of graduate-level education with a major study in or directly related to fisheries and/or aquatics. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours is considered to be 1 year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study.) OR Possess a bachelor's degree in biology, as described in the Basic Education Requirement above, with Superior Academic Achievement (SAA) based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1)I was in the upper third of my graduating class; OR (2) I achieved a grade point average (GPA) of (a) 3.0 or higher out of a possible 4.0 based on 4 years or education, or as computed based on courses completed during the final 2 years of my curriculum, or (b) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in my major field or the required courses in my major field completed during the final 2 years of my curriculum; OR (3) I am a member of a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. (Note: You must include documentation that shows how you meet the SAA criteria.) OR Possess a combination of qualifying specialized experience as described in 1 and qualifying graduate education as described in response 2 which, together, equals 100% of the requirement. To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience in providing project support and technical assistance for a wide range of fishery and environmental issues of major impact to the operation of the water and power systems These examples are not all inclusive. You could otherwise qualify on the basis of Education. Possess two years of progressively higher-level graduate-level education leading to a master's degree OR a master's or equivalent graduate degree with a major study in or directly related to fisheries and/or aquatics. OR Possess a combination of qualifying specialized experience as described in 1 and qualifying graduate education as described in response 2 which, together, equals 100% of the requirement to the GS-05 grade level in the Federal service rearing and maintaining aquatic organisms and systems. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 08/24/2023.
