Duty Location: Klamath Falls, Oregon
Duties
Serves as branch chief and technical expert and advisor on fishery management, conservation principles and practices, and related matters in the Klamath Basin. The incumbent has the primary responsibility and accountability for successful completion of fishery initiatives, including Endangered Species Act, Section 7 compliance, and coordinating and accomplishing programs and activities with Indian Tribes within the Klamath Basin Area Office (KBAO).
-Administers the fishery program and initiatives affecting the KBAO for determining validity, soundness of programs and plans; and through subordinate staff carrying out programs, projects, studies, and investigations. Identifies and provides guidance on budget development, availability of funds, resources, broad program goals (short- and long-term) and operational constraints.
-Provides guidance in, and oversees development of project design (project framework, project plan, and work plan).
-Project designs must be consistent with KBAO and regional objectives and responsive to stakeholders' needs. Ensures compliance with National Environmental Policy Act (NEPA), Endangered Species Act (ESA), other pertinent laws and regulations, and established Reclamation policies, standards, and program directives.
-Approves all project deliverables including investigations, analyses, evaluations, and reports, and transmits documents and information appropriate to the appropriate level of management.
-Presents strategic information to the Resource Management Supervisor and/or Area Manager in a concise format, consisting of short text and explanatory graphics. Consistent with direction and priorities established by the Program Manager, responsible for management of branch budgets, and provides budgetary information to the Administrative Officer and Program Manager, as required, for input to KBAO's overall budgetary process, and for upper management approval. Revises branch budget figures as required to match KBAO's budgetary limitations, restrictions, goals, and objectives; and informs management of resulting changes in task budgets,
schedules, and milestones.
-If non-Reclamation technical resources are used, manages resources which impact the accomplishment of milestones, to ensure schedules and budgets are met.
-Proactively manages complex, and sometimes politically sensitive issues by anticipating and resolving concerns before they become problems.
-Informs the Resource Management Supervisor of any variances from the work plan(s) and develops a plan to resolve variances and obtain any required approvals for corrective actions.
-Coordinates and develops relationships to administer Reclamation's trust responsibilities with Indian Tribes (Karuk, Yurok, Hoopa Valley, Klamath) with interests affected by KBAO activities.
-Works with Contracting Officer/Grants Officer to implement and administer a variety of assigned contracts, including construction contracts, service contracts, P.L. 93-638 Indian Self Determination and Education Assistance Act as amended, contracts, interagency agreements, and financial assistance agreements.
-Certain projects and activities require certification as a Contracting Officer's Representative (COR) and/or Grants Officer's
Technical Representative (GOTR).
-Establishes and maintains effective working relationships with Reclamation stakeholders, industrial interests, commercial and sport fishing groups, agricultural interests, Tribes, special interest groups, and with counterparts in the community and beyond.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having the following -
A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects.
OR
B. Combination of Education and Experience: Courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience performing professional Fishery Biology work in support of complex and difficult restoration programs/projects involving conserving, enhancing and protecting fish, wildlife, and plants and their habitants. Work experience should demonstrate most of the following: project/program development, planning, and budgeting; formulation and execution of comprehensive plans covering natural resource activities; maintaining contact and collaborative working relationships with state, federal, local agencies, and Water Districts in implementing natural resources management projects; providing counsel to higher organizational levels concerning sustainable resource management issues. These examples are not all inclusive.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/19/2024.
Education
This position does not allow substituting education for experience.
This position has a mandatory education requirement. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
