As a Contracting Officer Representative in the Government Accountability Office, you will be responsible to serve as a subject matter expert (SME) and lead acquisition activities within the Infrastructure Operations Team in support of facilities management and services; records management and privacy; and security and emergency management. The SME will facilitate proper development of requirements and assist Contracting Officers in developing and managing their contracts.

Duties

As a Contracting Officer Representative, PT-1101-3, your typical work assignments may include the following: Advise and lead Contract Management on matters pertaining to a variety of logistical, supply and service requirements affecting ongoing and new contracts. Identify the procurement needs and validating the requirements based on the agency's need through discussions with stakeholders. Advise Contract Management, on matters pertaining to a variety of logistical, supply and service requirements affecting ongoing and new contracts. Evaluate existing acquisitions procurements for performance, efficiency, value, and continuing need. Conduct market research to identify selecting the appropriate acquisition strategy and contract type. Review and verifies contractor invoices, ensures organization approval is established and maintained for all requirements prior to requesting services. Develop and prepares the supporting documents (i.e. Independent Government Cost Estimates, Source Selection Plans, Acquisition Plans, etc.) for the procurement request (PR) and defining special terms or conditions required under the procurement request, and identifying any special clauses which may be required based upon the type of requirement involved. Oversees contracts to ensure that the relationship between Government personnel and contractors does not evolve into unauthorized personal services or inherently governmental functions. Assures the completeness, clarity, consistency of documents, the procurement method, support for actions to be taken and consideration of alternatives are all inclusive and correct prior to submitting to the servicing contract office. Ensure timeliness compliance with the programmatic aspects of the Procurement Acquisition Lead Time (PALT), which will change, based upon the Acquisition Strategy, projected Award Amount, New Contract vs. Exercise of Option, and PALT Stage. Monitors contractor's performance through telephone conversations, correspondence, reports, vouchers and visits to the contractors work site for status of contract performance, problems that have arisen and proposed solutions, verifications of services, and similar activities. Develop justification, coordinate and complete Performance Work Statements (PWS), Quality Assurance Surveillance Plans, and the Cost Budget Estimates (CBEs) for coordinating with servicing contracting office on procurement Transactions.

Qualifications

Minimum Qualification Requirements: Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-13 in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience (1) reviewing a procurement package to include cost estimates and schedule or deliverables; (2) monitoring contractor performance to ensure contracted services comply with Federal regulations and policies; (3) utilizing a wide range of contracting methods and types to procure diversified commodities, services and/or construction; AND (4) applying Federal regulations and guidelines in formulating, awarding, administering and closing-out contracts. AND Must possess Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II or III.
