The Administrative Officer works within the Diagnostic Imaging service line under the Iowa City VA Health Care System and will provide full staff assistance on administrative matters affecting patient care and organizational policy. The incumbent serves as a staff member directly supporting the top management team responsible for planning, organization, development, direction, and evaluation of medical center operations.

Duties

Major duties include but are not limited to: Participates in the Network Service Line plans for equipment purchase or lease, allocation of resources and staff, and program initiatives. Examines programs and recommends expanding, contracting, combining, separating, or realigning them to best meet patient health care needs most effectively. Develops long and short-range goals and objectives for the service. Sets priorities, assesses responsibilities, and establishes timetables. Develops and coordinates internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements. Evaluates the success of programs and reports results which includes cyclic updates to the strategic plan, monitoring distribution of service resources to organizational activities (the cost distribution reports), and performance improvement activities. Reviews reports and analyzes data as it relates to the Services. Evaluates the computer software applications for the radiology package and ensures that the information generated by the computer is accurate. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped you with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting administrative policies and requirements of government and outside oversight agencies, developing and implementing local policies, defining administrative requirements, and providing guidance to top management on related issues; developing and advising on administrative requirements for a large, complex clinical service line in an integrated health system; and developing detailed plans, goals, and objectives for the long-range administration of service line programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. This education must have provided the knowledge, skills, and abilities necessary to do the work of the position. You must have an equivalent combination of specialized experience and education beyond a master's degree. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
