The Management & Program Analyst is located in Patient Care Services at the Louis A. Johnson VA Medical Center. The primary purpose of this position is to analyze, evaluate, and advise internal operations as well as observe staff and internal processes to identify areas of improvement.
Duties
Duties:
Assist upper management with personnel management in a clinical setting.
Participate in data collection, validation, interpretation, analysis, and reporting of appointment management, performance measures, patient data capture, electronic workload capture, and health care data capture.
Prepare and maintain all submission and administrative documents related to Human Subjects Review associated with the quality improvement, program evaluation, and research functions.
Plan, organize, and implement projects to increase efficiency and effectiveness of clinical operations.
Coordinate with other institutions and agencies involved in data gathering to evaluate new initiatives and progress toward program goals.
Plan, organize, and direct a team of program staff to implement projects, research, and quality improvement efforts.
Work Schedule: Monday- Friday 7:30 a.m.- 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education As described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Assist with the development and maintenance of a quality improvement and/or performance plan to include data collection and appraisal of effectiveness of clinical activity, as well as, analyzing and reporting findings to management. 2) Maintain budget information, status of funds and other resources. 3) Provide analysis on various aspects of health care programs which bring health professionals in contact with clients/veterans. 4) Collect data concerning program activities, make computations as required, and report as needed. 5) Support administrative staff with information and administrative assistance. Education: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Physical Requirements: The work is primarily sedentary. It is usually accomplished while the employee is comfortably seated at a desk. Some walking and standing may occur in the course of a normal day and in connection with travel to attend meetings and conferences away from the work site. No special physical effort or ability is required to perform the work.
