This Program Specialist position is in Education Services at the Manchester VA Medical Center, located at the Manchester, NH, US location. This position is a full time position at 40 hours per week.
Duties
Your basic responsibilities will include (but not be limited to):
Responsible for developing and implementing programs to improve the delivery of direct and indirect patient care and for planning, developing, implementing, and evaluating education and developmental activities, including survey development, implementation and administration, collecting and collating responses to support the growth and development of non-clinical training programs such as customer service classes, leadership development classes, Microsoft office /computer training and programs designed to assist staff members in developing the knowledge skills and abilities necessary to meet organizational goals.
Working in conjunction with the Education Committee which consists of a multi-disciplinary representation of the hospital, he/she analyzes and evaluates the hospital wide educational needs of the staff and coordinates the implementation of educational program based on the facility wide education needs assessment. Incumbent will develop and implement specific programs in accordance with the needs assessment results in collaboration with healthcare professionals. These may include such education programs as customer service classes, leadership development classes, Microsoft office /computer training, public speaking/presentation skills classes.
Develops and or implements programs and specific solutions to meet those needs. Develops program guidance, motivational materials, and information to facilitate participation in program initiatives. Provides advisory services to operating program managers on educational requirements.
Reviews data from numerous feedback mechanisms, performs studies, summarizes information, identifies trends, and proposes and implements solutions. Prepares and completes required reports.
Develops guidelines, instructional methods, activities, and course materials for the use in employee training and development activities and programs. These may include such education programs as customer service classes, leadership development classes, Microsoft office /computer training, public speaking/presentation skills classes.
Collaborates with other Federal agencies, other VAs, or other institutions and private firms to provide medical center-based workshops.
Plans, conducts and/or manages special projects or studies on administrative programs or issues as determined by leadership, VISN requests or needs assessment data to analyze, evaluate, and provide recommendations on administrative programs or issues. Researches and analyzes administrative problems, issues, or program requirements.
Determines pertinent issues and collects relevant information from a wide variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations for educational classes, based on latest and most advanced practices. Considers unanticipated changes and unusual factors. such as unexpected taskings requested from National, VISN, or Leadership to update or change the educational offerings.
Consults with program managers and supervisors in promoting programs to accomplish training needs as well as management and organizational goals. Analyzes and develops ways to make improvement and fully utilize facilities resources, equipment, instructional materials, and scheduling to meet these needs
Consults with program managers and supervisors in ensuring that employees attend required training.
Coordinates and implements local facility leadership courses such as LEAD or Launch Up based on the facility needs.
Collaborates with the VISN to ensure leadership courses are available to all staff.
Arranges schedules in collaboration with presenters, presents topics when Subject Matter Experts are not available, schedules presenters and rooms, and notifies stakeholders.
Promotion Potential: This developmental position composes a career ladder structure to the full performance level of Program Specialist, GS0301-11. Advancement to the full performance level will be recommended only after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in the training, is successfully performing the currently assigned range of duties as outlined in the target position of Program Specialist, GS-0301-09, and is capable of taking on expanded duties and responsibilities with greater independence.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For a GS-09 position you must have served 52 weeks at the GS-07.

SPECIALIZED EXPERIENCE GS-09: You must have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Program Specialist at the performance level (GS-09), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-07) in the Federal service. Specialized experience is experience such as specialized knowledge of computers to resolve recurring and nonrecurring problems. Practical knowledge of procedures in the use of audiovisual equipment including public address systems, computers, and monitors. Skills gained through developmental experience or relevant study in educational technology. Must be detail-oriented and have the ability to prioritize and administer varied projects. Effective oral and written communication skills to provide instruction and resolve issues. Practical knowledge of software used in development of online courses, including but not limited to Microsoft Word, Microsoft PowerPoint, TEAMs, and related programs. Knowledge of national guidelines and ability to apply these guidelines to local Systems. Knowledge of survey development and results evaluation to provide objective evidence of training effectiveness. Knowledge of education requirements, educational opportunities, and policy requirements for the facility workforce. Knowledge of the major issues, program goals and objectives, work process and administrative operations of the organization, to determine ways to improve employee training and development.

SUBSTITUTION OF EDUCATION AND EXPERIENCE: Applicants may substitute graduate education for the required experience.
GS-09 Substitution of Education for Experience: Have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
GS-11 Substitution of Education for Experience: Have successfully completed aPh.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is mostly sedentary. However, there may be some walking; standing; bending, and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work.
