This Medical Administration Officer position is in the Business Office at the VA Medical Center, located at the Manchester, NH location. This position is full-time at 40 hours per week. This position has been approved for recruitment, relocation, and student loan repayment incentives which may be offered to a highly qualified candidate.

Duties

The incumbent serves as the Business Office Manager Service Line Manager for Manchester VHA Medical Center. Major duties and responsibilities include, but are not limited to: Plans, directs, budgets and manages the integration of administrative systems such as: Eligibility and Enrollment, Decedent Affairs, AODs, Call Centers, Ward Clerk, MSAs, Records Management, Coding, Clinical Documentation Improvements, all duties associated with Coding and workload capture and the management of the Release of Information Office and Revenue generation for specialty billing such as TRICARE, CHAMPVA and other revenue duties outlined in the Patient Information Collection Management Directive, such as ICB and management of TRICARE program. Oversees and implements the Medical Center's information data hub Provides managerial oversight with a full range of supervisory responsibilities for staff and related Business Office functions including recruitment of staff, policy development, directing/reviewing the work of subordinate employees, employee training/development, evaluating work, employee performance and budget development and management. Plans and coordinates work assignments and flow to ensure that coverage in all areas is provided and adequate cross training of staff for backup occurs. Fulfills all required labor relations responsibilities. Responsible for keeping staff informed of management goals, objectives and other vital information pertaining to the VA NEHS and the Manchester VAMC. Ensures that staff adheres to full implementation of all directives and policies pertaining to the compliance and business integrity program, including statistical sampling/auditing of documentation to ensure sound and ethical business practices. Identifies the resources required for the operation of the Business Office and develops resource/budget forecasts for staff, assigned fund control points, and day-to-day operations. Devises and/or maintains a system of reports and uses this system to monitor the results of the Business Office. Researches, analyzes and authors a wide variety of reports, studies or correspondence that may include but are not limited to Congressional inquiries, special topic studies, marketing/outreach efforts, revenue generation opportunities or other issues as they evolve. Telework Ad-Hoc work can be performed on an as needed basis anywhere other than a VA facility or using VA-leased space (example: home). Virtual: This is not a virtual position. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is not a Bargaining Unit position. This position is covered by locality-based comparability pay. This occupational series is eligible for the Student Loan Repayment Program (SLRP). Repayment is limited to $10,000 annually, up to $60,000 in lifetime awards. Participants must sign a service agreement and maintain an acceptable level of performance to remain eligible for this program.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the specialized administrative requirements for healthcare delivery systems; Sufficient knowledge of clinical practices, procedures and standards to effectively participate in the overall management of a general medical facility; Comprehensive knowledge of a wide range of medical and legal requirements for health care benefits, administration, medical records, agency and governmental policies, procedures, applicable federal statutes, and legislation governing medical record programs; Thorough knowledge of supervisory and management principles, including labor management relations requirements; Ability to extract and analyze data and create reports through national data systems. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in an office or similar setting involving everyday risks or discomforts, which require normal safety precautions. The majority of the work is sedentary but considerable walking is necessary to oversee activities throughout the Business Office.
