This position is located within the Health Administration Service within the VA Kansas City Health Care System. The incumbent integrates program planning within facility operations to ensure goals and priorities are in congruence with the overall facility's program. Assist in the overall program management for the clinic maintenance process for the facility and leads the facility's efforts to integrate profile management among healthcare providers, other facility staff, and patients.
Duties
Duties included but are not limited to:
Provides direct or indirect administrative support to the entire department, ranging from a WG-2 grade level to the Chief of Facilities Management Service and performs a responsible role pertaining to the management of human resources.
Works closely with the Chief, Facilities Management Service, Chief Engineer and Projects Team Supervisor to ensure that the objectives of management are fulfilled and to meet required deadlines on all administrative actions.
Accomplishes research and prepares management studies and special surveys as required by the Department, Station, Division, and VA Headquarters.
Recommends corrective actions to any deficiencies identified in any of the assigned studies or surveys, and monitors the progress of actions taken.
Responsible for monitoring both the salary budget (Total Funds Management), and the operations and supplies budget for the Facilities Management Service (FMS) which totals more than $30 million, consisting of approximately twenty Fund Control Points (FCPs) which include operations, services, utilities, fuels, vehicle rentals, and M&R for the entire station.
Shall collect, compile, and analyze all data associated with both budgets and recommend required actions to the Chief, FMS ofthe departments.
Establishes guiding processes, principles, and policies for the development and implementation of patient and family centric programs at the facility level, and for the operation, management, and oversight of programs.
Serves as a consultant to the various facility staff to ensure that best practices, appropriate clinical technology applications and successes are shared amongst programs and implemented.
Continuously monitors the expenditures on a daily basis and ensures that the service operates within the allotted ceilings.
Shall submit a status report of all FCPs to the Chief, FMS when requested
Prepares justification for any required adjustments to the approved budgets.
Responsible for coordinating, preparing, and submitting all equipment requests for the FMS.
Responsible for the development, implementation, and monitoring of the Quality Management Program.
Responsible for writing, preparing, and submitting a wide variety of correspondence and reports for signature by the Manager, Facilities Support Services and in some cases for signature by the Director.
Responsible for the processing of all supplies, materials, and services required by the FMS through the IFCAP system.
Responsible for monitoring the funds on all construction projects and maintaining the official files on all such projects.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The ability to deal with all levels of employees and be capable of receiving and imparting information in a prudent manner. He/she must have the knowledge and ability to organize, manage, and prioritize a large quantity of diversified subjects and programs such as the following: Operational and salary budgets, fund control points, management studies, service contracts, equipment requests, quality assurance program, cost containment program, IFCAP, and funding regulations and procedures for construction projects. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related? This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (TRANSCRIPTS REQUIRED - If you do not submit a copy of your transcript, your application will not be processed). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree.

Physical Requirements: -The work places no special physical demands on the employee. The work includes some walking, standing, bending and carrying of light items such as papers and books and, occasionally, heavier items in the form of clerical supplies
