This position will be located at the New Mexico VA Healthcare System, within the Ambulatory Care Department. The incumbent will provide services and support to Ambulatory Care and all associated Community Based Outpatient Clinics (CBOC's) and contract programs.
Duties
The incumbent serves as the Program Specialist for the Community Based Outpatient Clinics (CBOCs), Contact Community Based Outpatient Clinic (CCBOCs) and Ambulatory Care Clinics.
Duties include, but are not limited to:
Make daily contact with Ambulatory Care staff and external to the Service to exchange information, convey request, and prepare reports.
Independent ongoing analysis, monitoring and process improvements are documented and provided to the Business Manager.
Responsible for assisting the Business Manager in obtaining, material and supplies needed for the CBOCs operations, including coordination of Independent Government Estimates and establishment of Statements of work.
Serve as Contracting Office Technical Representative (COTR) and is a technical expert and resource person regarding operational and contract administrative issues regarding CBOCs. Works collaboratively with contracting staff to facilitate policy and procedural changes affecting services provided.
Assist in the measuring of quality of services provided by CCBOCs, reporting concerns and recommending solutions to supervisor and Contracting Officer.
Develop clear and concise documentation of deductions for clear communication to the CCBOC Contactors.
Perform additional duties as assigned.
Work Schedule: Monday - Friday, 7:00a.m. - 3:30p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For the GS-9 grade level you may qualify based on your experience and/or education as described below:
Specialized Experience: (In addition to meeting Time in Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Knowledge of directives and regulations; (2) Knowledge of contracting regulations; (3) Preparing reports and briefings; (4) Equipment Management; (5) Fund control point management; (6) Lease management; (7) Plans and conducts special projects or studies; (8) Quality of Services measuring/management; (9) Review of information and the ability to apply standard analytical techniques (must be able to demonstrate this experience in resume) OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the next lower grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for the position at the grade GS-9. The total percentage must equal at least 100 percent to qualify an applicant for this grade level.

Physical Requirements: The work involves sitting primarily; working on a computer preparing reports and data entry, walking, some standing and light lifting.
