The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Chief Technology Officer.
This position is a Senior Executive Service (SES) Career Reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.
Duties
The Chief Technology Officer will serve as a forward-thinking key advisor to the Chief Information Officer who will advance strategic mission, policy, and technology needs in:
Directing and execute the advancement of the agency's culture in innovation and driving adoption of technologies that transform business models, products and services of the Census Bureau.
Understanding the evolving needs of diverse data providers and users of statistical data as well as the evolution of data products in order to identify and develop strategies to implement and advance technology that improves capabilities to collect, process and disseminate statistical data, in both the short and long term.
Maintaining a pulse on where the data science industry and other statistical organizations are headed technology-wise and identifying adoption and integration points within Census and across Census partners.
Leveraging business relationships with key government partners and technology companies to advance the Census Bureau technology to meet strategic objectives.
Overseeing a team of professional Architects and System Engineers in the design of new systems and technologies to meet the Census mission.
Effectively communicating to bring together internal and external groups with diverse interests to meet common goals.
Travel Required: Occasional Travel
Description: Travel may be required to attend or present at meetings and conferences on topics relevant to the U.S. Census Bureau's mission.

Professional and Technical Qualifications (PTQs):
Demonstrated knowledge and technical expertise and skills working with big data, artificial intelligence, natural language processing, data mining, deep and machine learning methods, hybrid/multi/omni cloud technologies, advanced data science methods like secure multi-party computing and disclosure avoidance, enterprise data management for macro and micro data, advanced data analysis tools, data science programming languages, designing flexible and adaptive technology that improve current and enable future mission services.
Expert knowledge of and demonstrated experience in fueling an innovative culture that maximizes innovation outputs through creative partnerships across a bureau, department, statistical federal agencies, industry, and/or other statistical community organizations to create prototypes, conduct code-a-thons, hack-a-thons, and other like engagements that bring together technical experts to solve mission problems and improve the data and technology experience for internal and external stakeholders.
Demonstrated ability to establish clear vision and goals while identifying opportunities to reduce operational costs, streamline business processes, and develop organizational capabilities associated with technology platforms, infrastructure, and software with the ability to communicate this strategic and technical information to executives, subordinate staff, congressional staff, auditors, industry, and federal partners with both technical and non-technical backgrounds.

Education
A degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the adaptation of applications, systems or networks OR equivalent IT experience. This experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training.
