This position is in the Health Professions Education (HPE) Office (HPEO) and is supervised by the HPE Manager with oversight provided by the Associate Chief of Staff/Education, Designated Education Officer (DEO), who reports to the Chief of Staff (COS). This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.

Duties

The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans.The position is responsible for the technical work required for HPE programs including disbursement agreement (DA) administration used for payment of salary and benefits to affiliate educational institutions, OAA special purpose funding, VA paid HPTs, educational costs and/or housing contracts, OAA reporting, regular and annual OAA audits, and other OAA and local requirements for OAA resources and program requirements. The core duties of this position include but are not limited to: Identifies inconsistent and inaccurate Disbursement processes to mitigate and decrease agency risk of fraud, waste, and abuse. Evaluates and determines scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency. Defines procedures for tracking the time HPTs spend at the VA participating in clinical and educational activities, research, scholarly activities, and didactics. Collects required documentation of Didactics, Call, Conference, and Leave schedules for Reconciliation with the Affiliate invoice. Evaluates data from Education Activity Records to recommend redistribution of resources and forecast HPT position allocation needs for subsequently academic years, and formulate long range budget needs and excess. Validates complex calculations for accuracy of reimbursement of trainee activity with analysis of relevant documentation. Assures expenditures are appropriately requested, authorized, and documented to ensure critical timelines are met, avoid delinquent obligations, and identify opportunities for funding according to budget plans. Submits quarterly needs and excess reports to OAA for redistribution of returned funds across programs to accommodate national changes in priorities. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Individual Occupational Requirements are and must be meet. 1. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR 2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.(TRANSCRIPT MUST BE PROVIDED.)NOTE: CANDIDATES USING EDUCATION TO MEET THE INDIVIDUAL OCCUPATIONAL REQUIREMENT MUST SUBMIT AN UNOFFICIAL TRANSCRIPT OF CONFERRED DEGREE BY THE ANNOUNCEMENT CLOSING. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. GS-11 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Establishing processes for assessing, evaluating, and monitoring programs or projects for compliance with Federal Laws, regulations, and guidance. Diagnosing and identifying problems or issues to formulate and evaluate alternative solutions within large service-lines and specialty programs. Administering program and service-line budgets including preparing, justifying, reporting on, and executing budget operations. Evaluating proposed solutions and their effectiveness. Utilizing system redesign and advanced analysis methodology to accomplish service-level goals and metrics. Administering fiscal and affiliation contracts, monitoring contract performance, resolving discrepancies, and performing contract close-out functions. OR EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have PH.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree. (TRANSCRIPT MUST BE PROVIDED.) OR COMBINATION: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond undergraduate education. (TRANSCRIPT MUST BE PROVIDED.) GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as: Establishing processes for assessing, evaluating, and monitoring programs or projects for compliance with Federal Laws, regulations, and guidance. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
