Labor/Employee Relations and Negotiations
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Serves as the recognized LR/ER expert, responsible for planning, developing, and initiating short- and long-term initiatives and strategic programs, policies, and procedures for IRS. As such, serves as the principal, Technical Advisor (TA) to the Director, LERN, on all LR/ER matters. Also exercises significant responsibilities and furnishes authoritative advice and counsel on the full range of LR/ER matters to other executives and supervisors throughout the IRS. Develops solutions to systemic problems and seeks consensus in implementing same. Commits resources, identifies and implements ways to eliminate or reduce significant bottlenecks and barriers.
Ensures program development and implementation is consistent with the corporate mission, vision, and goals. Evaluates adequacy of current LR/ER policy in terms of its ability to achieve overall Department of the Treasury (Treasury) and IRS goals and objectives, to improve productivity, and to promote state-of-the-art or emerging concepts regarding the delivery of LR/ER services. Recommends changes in legislation or Federal regulations needed to authorize the implementation of desired changes in policy.
Serves as the expert on LR/ER initiatives, providing technical program direction to the Director and serves as the senior TA for all agency-wide LR/ER policies. Provides the full range of LR/ER services and policy interpretation and alternative planning objectives to the Director, as needed. Provides the agency perspective through advice, guidance, options, and courses of action involving LR/ER matters. Recognizes problem areas and analyzes significant LR/ER issues and problems and originates solutions to complex and unusual issues.
Promotes team building and improves business practices.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-15 LEVEL: To be eligible for this position at this grade level, you must have one year of specialized experience equivalent to the GS-14 level in the Federal Government. Specialized experience includes: Experience demonstrating a mastery level of knowledge of the concepts, principles, practices, laws, and regulations of human resources management (HRM) and a wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role, providing advice, developing policy, and/or developing interventions on complex service-wide issues (e.g., redesign of HR processes). You must have experience applying project management skills, influencing others in support of business goals, and communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
