This position is located in the Veterans Benefits Administration (VBA), Office of Administrative Review (OAR), and reports to the Executive Management Officer (EMO) of the OAR. The incumbent serves as Supervisory Program Specialist, OAR Front Office. The incumbent is responsible for the coordination of administrative activities and providing technical support to Executive Leadership, OAR, and staff. The incumbent also acts as a management analyst and supervisor of the Front Office staff.

Duties

Specific duties include (but not limited to): Provides strategic planning advice to the Executive Director, Deputy Director, and EMO of OAR in the implementation of all policies, practices, and management and operational approaches of the VBA. Initiates and conducts confidential studies as a basis for recommending change in broad administration policies or operations. Identifies and articulates a clear strategy and vision for the OAR. Speaks for and represents OAR in high-level negotiations involving top VA officials. Serves as a liaison between OAR and VA program officials. Uses ingenuity and seasoned judgment to negotiate the prevention or the resolution of complex situations with these officials. Speaks for the Executive Director, Deputy Director, and EMO of OAR in discussions with high-level officials outside the Department including representatives of the White House, Congress, other Federal agencies, and state and local governments. Evaluates significant policies and proposals, prior to their consideration by the Executive Director, Deputy Director, and EMO of OAR, to ensure that balanced and accurate documentation of all options are presented. Maintains a critical awareness of sensitive program developments and problems. Advises the Executive Director, Deputy Director, and EMO of OAR of available options. Advises on the development of directives on administrative operations. Ensures the efficient operation of the office through proactive management and effective problem resolution. Plays a key role in addressing issues which cross Department lines and directly affect operations of Headquarters and field components. Acts, as designated, for the EMO, OAR in policy-setting decisions and/or broad organizational direction. Analyzes and evaluates situations requiring EMO and/or Executive Director's personal action, develops management options, and advises the EMO and/or Executive Director of the potential consequences of each. Assess the impact of organizational or functional changes on VBA. Using extensive knowledge of VBA/ VA programs and operations, the Supervisory Program Assistant acts as a representative of the EMO and/or Executive Director on interpretation of policy and in reconciling conflicting interpretations and differences. Serves as a member of the VBA senior management team. Evaluates the content of new or modified legislation for projected impact on VBA transformation and innovation efforts. Develops new or modified policies if necessary and ensures their implementation nationwide. Gathers background material and develops speeches on a wide range of subjects for OAR to present to VA, service organizations and other stakeholders. Conducts executive review of correspondence in assigned areas requiring concurrence and/or signature of the Executive Director or top management/agency officials. Delegated signature authority for the EMO/Executive Director an authority to commit the support and concurrence of OAR in assigned areas and on specific projects. The position supervises the OAR Front Office staff and is responsible for establishing their goals and objectives, ensuring they are provided opportunities to develop the skills needed to perform their roles, and evaluating results. The incumbent deals with general personnel management policy matters affecting the program, involving such matters as: initiating appropriate personnel actions when indicated; resolving differences between key management officials at the program; and identifying and resolving problems. Provides management and technical staff with advice and guidance on preparation of written documents, including administrative issues, forms and form letters, communications, and records management and maintains history files. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/16/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Qualifying specialized experience would typically include managing complex programs and activities and communicating program requirements to others; setting goals, managing projects, tracking progress and evaluating outcomes; identifying issues, determining possible solutions, making recommendations, and implementing changes; advising an executive or management on administrative matters, often of a confidential nature; working collaboratively and maintaining cooperative relationships with officials in Federal, state, or local government agencies and public entities; communicating effectively in oral and written presentations to officials, staff, and the general public developing correspondence, reports, briefings, and technical guidance. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary, although minimal effort may be required (e.g. walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle).
