The primary purpose of this position is to serve as the advisor to the 99th Mission Support Group (MSG) and the 99th Air Base Wing (ABW) command teams, ensuring development and implementation of sets of alternative courses for a broad range of wing policy decisions affecting the airspace, land, facilities, and services required to support the 99 ABW's missions.
Duties
Manages the Nellis Encroachment Program.
Plans, organizes, and coordinates the activities of Community Initiatives/Partners Teams, ensuring support complies with legal and regulatory requirements, and meets customer(s)' needs.
Represents the Air Force with a variety of functional area organizations on behalf of Nellis Air Force Base
Directs preparation of staff review of encroachment issues.
Requirements
- Work may require travel away from the normal duty station by vehicle, on military or commercial aircraft.
- Must be able to obtain and maintain a SECRET Security clearance.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of the application of a wide range of qualitative and/ or quantitative methods sufficient to assess and improve Mission Sustainment and Community partnership program goals, actions, and services for Nellis AFB and the state of Nevada. In depth knowledge of and experience in understanding and applying the laws, regulations, and processes pertaining to encroachment issues. Knowledge of the history of Nellis AFB Installation Complex/Mission Footprint, and the growth of the surrounding community sufficient to make recommendations on specific problems concerning urban planning, air traffic and airspace use. Skill in guiding interdisciplinary and interagency teams and groups to develop critical agreements, plans, and guidance for activities beneficial to both the installation and surrounding communities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge in urban and comprehensive planning to include developing and analyzing master plans and evaluating future proposals.
In-depth knowledge of and experience with the laws, regulations and processes pertaining to encroachment and urban planning issues.
Knowledge of Air Force organizations and their respective missions, operations, and training requirements, and the ability to relate Air Force organizational needs and mission requirements to land use planning principles.
Skill in providing staff advisory, planning, and review services and make recommendations on specific problems concerning compatible development that affect mission effectiveness.
Ability to guide interdisciplinary and interagency teams and groups and the public with varying urban planning, scientific, political, cultural, and economic perspectives to develop critical agreements, plans and guidance for activities beneficial to both the wing, installation, and surrounding community.
Ability to effectively communicate both orally and in writing with officials at various levels of city, state, federal and tribal governments, non-governmental organizations, the media, and the public at large.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
