You will serve as a Human Resources Specialist in the Command Advisory Department of COMPACFLT HRO SOUTHWEST.

Duties

You will advise managers on multiple human resources functions such as recruitment, staffing, pay setting, and reduction-in-force. You will develop new methods or processes to improve human resources services. You will implement human resources policy guidance across different functions (e.g., recruitment, benefits). You will collaborate with hiring managers to identify the most effective approach to filling a vacancy (e.g., reassignment, reinstatement, priority placement, promotions, new appointments). You will collaborate with management to determine position management concerns (e.g., alignment, supervisor-to-employee ratios, delineation of duties). You will participate in recruitment efforts, such as college recruitment or job fairs, to solicit applications for hard-to-fill positions.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching and analyzing human resources laws, regulations, principles, and practices to provide advice, counsel and guidance to management on staffing and recruitment strategies, position classification, or strategic workforce planning. GS-12:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching, analyzing and evaluating human resources laws, regulations, principles, and practices to provide advice, counsel and guidance to management on staffing and recruitment strategies, position classification, or strategic workforce planning and to provide recommendations to resolve problems within these serviced areas. Completion of Ph.D. or equivalent doctoral degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)

3 full years of progressively higher level graduate education leading to such a degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)
~OR~
LL.M., if related (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)
