Duties

Plans, directs, and monitors the operations and maintenance of the system(s) and interprets and provides advice on standard operating procedures or policies regarding HC systems Serves as the main point of contact and the systems liaison with internal and external technical experts and IT Specialists to resolve problems, manage system changes and enhancements, manage system interfaces and support security protocols. Provides key consultative advice and assistance on the development, implementation, and sustainment of computer systems. Analyzes and reconciles conflicts between agency objectives and technology requirements. Trains staff members, executives, managers and agency employees on new system processes Creates, modifies, and deletes approved user security profiles. Provides authorized user account management services, i.e. establishing, deleting, changing, suspending accounts; and responding to inquiries Serves as GPO representative on discussions and working groups covering a broad range of human resources. Represents the organization in customer-facing meetings, internal and external project work, informational sessions and trainings. Serves as an administrator, security officer and expert on all current and future HIRS.

Requirements

  • U.S. Citizenship is Required.
  • Selectee must successfully pass pre-employment prior to appointment.
  • Selectee may be required to serve a one year probationary period.
  • Males born after 12/03/59 must be registered for Selective Service.
  • Selectee must be able to obtain and maintain a moderate risk security clearance
  • Confidential Financial Disclosure report may be required.
  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.

Qualifications

To qualify for the Human Resources Specialist (Information Systems), PG -0201-13, you must meet the following requirements: At the PG-13: Specialized experience is defined as : possessing 1 year of specialized experience at the PG-12 (or equivalent) level or higher: Examples of qualifying specialized experience include: (1) administrative experience using EmpowHR, NFC Blackscreen, eOPF and USA Staffing (or equivalent staffing system) to resolve problems and/or manage system changes (2) Monitor the maintenance of the HR information systems for errors and/or make recommendations (3) Provide authoritative advice and guidance to employees regarding HC user systems (4) Train staff and employees on Human Capital system processes Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience and education obtained by the closing date of this announcement will be considered.
