The primary purpose of this position is to serve as a lead human resources specialist and perform a wide variety of both procedural and substantive work supporting one or more military personnel programs, operations, or functions, e.g., recruitment, induction, assignment, training, utilization, or separation.

Duties

Assists in leading military and civilian personnelist's within the Military Personnel Section (MPS) mission sets and reviews/performs the full range of tasks for assigned areas such as assignment, enlistment, reenlistment, promotion, awards, performance evaluation, routine boards, separation, or similar actions and can perform a complete review of records to determine eligibility for actions. The technical authority on all elements of active-duty military personnel specialties assigned to any of the elements of MPS. Oversees updates, inquires, and process actions on a wide variety of entitlement, allowance, and indebtedness actions by MPS team members as well as can process these actions through military personnel data systems. Performs personnel supervisory/management responsibilities. Reviews products to identify and correct mismatched data in system and to ensure projections and confirmations have consummated and required actions have been taken in the Personnel Data System.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of fundamental HRM laws, principles, systems, policies, methods, and practices; as well as interviewing, analytical, and research techniques sufficient to conduct fact-finding and recommend solutions to moderately difficult and complex but well-precedented and/or recurring issues and problems. Extensive knowledge of the format, content, and uses of the military personnel record. Extensive knowledge of the procedures and requirements regarding military personnel record construction and maintenance. Knowledge of the organization and its functions and programs to answer inquiries of a general nature or to refer them to the responsible staff member. Knowledge of grammar, spelling, capitalization, punctuation, and terminology commonly used in office settings to prepare material correctly from handwritten drafts. Knowledge of various office automation software processing procedures and function keys and the similarities and differences among software types to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. Knowledge of standard office equipment such as electric typewriters, copiers, fax machines, and office automation systems to perform a substantial range of office automation support. A fully qualified typist is required. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position from an accredited university or college. This education was obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of, and skill in applying military personnel regulations and procedures relating to transactions processed. 2. Knowledge of military organizational structure, protocol, and similar matters. 3. Knowledge of general office administrative and clerical procedures. 4. Knowledge of the military personnel automated system and of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 5. Ability to communicate effectively, orally and in writing with significant ability to deal effectively and tactfully with civilian/military personnel of all ranks and at all command levels. 6. Ability to interpret and apply moderately complex directives pertaining to the area of responsibility. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
