The primary purpose of this position is to exercise supervisory and managerial authorities over the Civilian Personnel Flight consisting of the Appropriated Fund Human Resources section and the Human Resources section. Administers appointing and associated authorities for appropriated fund personnel on behalf of the Commander.
Duties
Plans, organizes, and oversees the activities of the Civilian Personnel Flight. Develops goals and objectives that integrate organization and force support objectives.
Integrates the program objectives of civilian personnel administration with allied and related programs; recruit, appoint, classify, promote, reassign, discipline, demote, detail, compensate, separate, or effect other related personnel and position transactions pertaining to appropriated fund personnel and the Civilian Personnel Flight functions assigned to the Force Support Squadron (FSS).
Exercises supervisory personnel management responsibilities. Plans and assigns work to be accomplished by subordinates, considers difficulty of assignments and capabilities of employees, sets and adjusts priorities, and prepares schedules for completion of work.
Represents the Force Support Squadron with a variety of installation and functional area organizations.
Establishes, defines, and implements requirements for personnel programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements.
Administers appointing and associated authorities on behalf of the Commander for appropriated fund federal civil service personnel at an Air Force (AF) installation.

- Must be able to obtain and maintain an appropriate Secret Security Clearance.

- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-201 Human Resources Management
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes organizing, coordinating, directing and overseeing organization human resource management activities; advising leadership across the entire spectrum of appropriated and civilian personnel support; organizational analysis; providing management consultation to improve effectiveness, resource efficiency, and resource savings for an organization.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the concepts, laws, rules, and regulations governing appropriated fund and civilian personnel management.
Knowledge of civilian pay budget policies and procedures.
Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
Skill in written and oral communication to present issues and recommendations.
Ability to lead, manage, and supervise a small, medium, or large size organization.
Ability to manage a human resource office (e.g., personnel, budgeting, space management, safety, etc.).
