This position is announced by the Federal Law Enforcement Training Centers on behalf of the Department of Homeland Security (DHS), DHS Headquarters Science & Technology Directorate.
Duties
This position is located in the Department of Homeland Security (DHS), Science and Technology (S&T) Office of Science and Engineering (OSE) Technology Centers Division (TCD). The mission of the S&T Directorate is to develop and deliver effective and sustainable technologies and systems to anticipate, prevent, defeat, and mitigate catastrophic terrorist attacks and to enhance conventional mission capabilities of other DHS operational areas. The purpose of this position is to provide professional subject matter expertise to establish and support the Office of Homeland Security Statistics (OHSS). Typical assignments include:

- This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Secret security clearance.
- You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.

- This position is eligible for situational-only telework based on agency policy.

Basic Requirements: All applicants must meet the requirements in A, B or C below:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position. -OR-
B. Appropriate combination of education and experience that equipped the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (24 semester hours). The applicant must possess a core of educational credit, at least 24 semester hours, plus additional education and/or experience that involved analysis, writing, critical thinking, research, etc.
-OR- C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to the basic requirements, you must meet the specialized experience statements below:
At the GS-15 level, applicants must possess one year of specialized experience equivalent to at least the GS-14 level in the federal service applying mastery knowledge and expertise in social, behavioral, and economic sciences, statistics, and advanced quantitative methods to manage projects focused on developing and analyzing data to advance and enhance mission performance at the component; state, local and tribal governments; international partners; and non-government organizational levels as well as experience managing the work of groups responsible for transferring research findings into practical guidance for use in policies, strategies, plans, and operations.
Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-14 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
At the GS-14 level, applicants must possess one year of specialized experience equivalent to at least the GS-13 level in the federal service applying mastery knowledge and expertise in social, behavioral, and economic sciences to manage projects focused on advancing and enhancing mission performance at the component; state, local, tribal government international partners; and non-government organizational levels.
Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-13 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
