As a Program Specialist you will serves as a primary VA expert coordinating processes related to, but not limited to, learning solutions; collection, management, and reporting of enterprise data related to training and employee development; content development for online communications portals, knowledge management sites, community of practice collaboration sites, customer-facing resource platforms; and other Department-level initiatives.

Duties

Coordinate the planning, development, implementation, and assessment of VA strategic initiatives. Participates in the development and documentation of short- and long-range planning efforts for Senior Executive Programs. Coordinates and negotiates related work changes affecting other elements of the Senior Executive Programs and related activities. Develops strategic communications and marketing plans; disseminates key messages and official positions on Senior Executive Programs; promotes mission, vision, and activities through communication products. Manages multiple projects or programs concurrently where effort involves coordination among multiple resources and other VA organizations. Evaluates short-and long-range planning, recommends and participates in developing strategies for implementing planning for Senior Executive Programs. Designs and conducts a wide variety of studies and detailed analyses of complex functions and processes related to short- and long-range planning for Senior Executive Programs.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Developing instructional designs for Senior Executive Programs; (2) Preparing informational papers used by leadership for program decisions; (3) Giving high level briefings on Senior Executive programs; (4) Analyzing program performance data to provide recommendations.

Education

There is no educational substitution for the GS-14 level.
