This Auditor position is in the Fiscal Service at the VA Boston Healthcare System (VABHS). This is a full time position at 40 hours per week. Incumbent will report to Jamaica Plain, MA campus. *Virtual/Remote work may be considered for highly qualified candidates.*

Duties

The selectee performs comprehensive financial and compliance audits, analysis, and evaluations of the financial operations and related procedures. Incumbent is responsible for the completion of the Fiscal internal audit/systematic review, specific Internal Audits of Agent Cashier, Employee Accounts, Patients Funds, General Post Funds, Voucher Audit, and Accounting. Also performs the following and other duties as assigned: Makes recommendations regarding any weaknesses identified, and ensures corrective follow-up action is recorded. Performs Internal Control Audits as outlined in the VA Financial Policies and Procedures, Management Accountability for Internal Controls, Volume I, Chapter 5. Evaluates the current system of internal control to detect weaknesses in control procedures. Ensures proper accounting and auditing principles and procedures are enforced to properly and accurately record financial transactions. Conducts special audits, surveys, reviews, evaluations, studies, and reports as requested by the Assistant Chief Fiscal Officer, Chief Fiscal Officer, Medical Center, VISN Directors, VA Central Office, and the Office of the Inspector General (OIG) Audits will be performed by examining accounts and financial records for the purpose of certifying or attesting the financial records accurately represent the financial position of the organization as of a predetermined date; and to conduct activities related to the detection of fraud, waste, and abuse. Notifications This position is a AFGE Bargaining Unit position. Current and former Federal employees must submit copies of their most recent SF-50 (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Veterans' preference does not apply for other current permanent Federal agency employees. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing systematic examination and appraisal of financial records, financial management reports, internal controls and practices that affect the financial condition and operations of a Healthcare facility and/or large financial institutes function; Performing internal audits; Utilizing auditing and accounting theory, concepts, standards, techniques, and practices; Assuring professional accounting principles are being applied, sound financial management principles are being applied consistently with applicable laws and regulations and identified deficiencies are being followed up and corrected; AND Communicating effectively both orally and in writing. (Experience must be documented in your application/resume for full consideration.) Basic Education Requirement Possess a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) ~OR~ Possess a combination of education and experience, which includes: At least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR c) Completion of the requirements for a degree that included substantial course work in accounting or auditing, (TRANSCRIPT REQUIRED) You will be rated on the following Competencies for this position: Audit ReportingCompliance InspectionProblem SolvingTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary except when it is required to walk to other areas with the Health Care System. Bending and standing to retrieve information for files is necessary in addition to long periods of generating documents on personal computers.
