This position is located at the VA Medical Center in Jamaica Plain, MA. The Auditor will perform internal quality audits to present to upper management and work closely with the Accounting, Operations, Budget and Payroll Divisions, as well as function as the Accounting Supervisor in the event of the absence of the Chief of Accounting.
This position may be eligible for remote work for a highly qualified candidate.
Duties

Major duties include, but are not limited to:
Performs comprehensive financial and compliance audits, analysis, and evaluations of the financial operations and related procedures.
Completion of the Fiscal internal audit/systematic review schedule, as defined in VHA Handbook 1730.02. Reviews Accounting, Payroll, Voucher Audit, General Post Funds, Patient Funds, and Property, Plant and Equipment, Agent Cashier, Budget, Purchase Card, and certifies their adequacy, accuracy, and propriety.
Serves as a lead in conducting periodic unannounced Agent Cashier audits, and is assisted by non-financial personnel.
Appraises and evaluates, from a financial operational viewpoint, the accounting and financial systems, policies, procedures, functions, and transactions to ascertain the effectiveness and productivity of those operations.
Prepares written reports required by local management and Central Office that accurately depict the medical centers level of compliance with internal and external regulations and policies.
Makes arrangements for and leads meetings held to review the audit findings. Explains critical and/or controversial findings or recommendations and provides technical support, advice, and assistance.
Conducts special audits, surveys, reviews, evaluations, studies, etc., as requested by the Chief Fiscal Officer, Medical Center management, VISN 1 Fiscal Quality Assurance Manager, or Central Office.
Communicates and makes arrangements to meet with Medical Center employees requesting waivers of salary overpayments to gather all relevant information.
Utilizes extensive cost accounting knowledge to conducts cost center and budget object code reviews of credit card samples submitted by VA Purchase Card Coordinators.
Communicates findings of credit card costing reviews to the Purchase Card Coordinators and explains proper cost combinations to employees in order to prevent future errors.
Performs other duties as assigned.
Work Schedule: Monday to Friday, 8:00 am until 4:30 pm.

Qualifications
BASIC REQUIREMENTS FOR AUDITORS (TRANSCRIPT REQUIRED):
A. Bachelor's Degree (or higher) with a major in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
B. Combination of education and experience of at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the above requirements, applicant(s) must meet at least one of the following requirements to qualify for this Auditor position.
GS-11 SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. In addition to the specialized experience for the lower grade above, specialized experience for the GS-11 includes: conducting quality assurance audits, analyzing audit trends over a significant period of time, and formulating methods to strengthen internal controls over financial operations to identify or prevent fraud, waste, abuse, and ensure the financial integrity of a medical center. OR
GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Education must have provided the knowledge, skills, and abilities necessary to do the work of the position. OR
GS-11 COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate level education in excess of two years, combined with specialized experience described above may be used to meet total experience requirements.
