Duties

WHAT YOU'LL BE DOING DAY TO DAY: As Supervisory Child Support Program Specialist (Policy and Training), you will use your knowledge of and experience with Administration for Children and Families, Office of Child Support Services, to optimize business results and customer experience by: Participate in decisions relating to compliance with child support regulations and policies. Study and analyze current new techniques/models to resolve child support policy and training needs and problems. Respond to inquiries on child support policy and training issues in assigned areas. Explain child support regulatory and policy requirements and negotiate with counterparts in other programs to eliminate discrepancies and correct inadequacies. Maintain liaisons on developing policy and training policies and operating procedures with other ACF components, regional, and state agencies, related HHS program, and other federal agencies. Coordinate and facilitate child support training workshops. Lecture and train a variety of audiences both on and off site. Facilitate actual conduct of meetings including, but not limited to, assisting participants in logistics, arranging for equipment needs such as recording or web access for distance learning. Develop report, graphs, charts, and narrative explanations reflecting schedules, sites, accomplishments, costs, etc., involving training data and technical assistance to state and local child support practitioners. Review technical assistance sought and provide consultations by specialized categories such as paternity establishment, family-centered strategies, enforcement techniques, etc. Respond to the needs of child support agencies by developing policy and training material. Research and analyze legislation, reports, judicial decisions, and new program procedures and proposals.

Qualifications

WHAT WE ARE LOOKING FOR: Basic Qualifications: Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a degree in behavioral or social science, or related disciplines appropriate to the position. (Must provide transcript) OR B. Possess a combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) OR C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND For GS-15 Experience: You must possess at least one-year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing ALL of the following tasks: Experience working for Federal, State, Local, or Tribal child support agency. Developing child support policy and regulations. Coordinating child support policies and regulations involving paternity establishment, medical support, Tax Refund Offset, fatherhood, undistributed collections, arrearages, interstate, tribal, and/or international. Facilitating child support training workshops and providing technical assistance to grantees. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment.
