This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. You will serve as the Senior Naval Architect/Team Lead in the Naval Architecture & Engineering Department, Future Ship and Submarine Concept & Design Integration Division (Code 82) of the Naval Surface Warfare Center Carderock Division.

Duties

You will lead design teams in the ideation, crafting, refinement, evaluation analysis and development of surface ship/vehicle concepts, both clean sheet and/or modified repeat designs. You will advise project groups, teach naval architecture and design procedures to younger engineers, and mentor rising naval architects and concept designers. You will perform technology integration and assessment studies on surface ship/vehicle designs (clean sheet, modified repeat, and/or back-fit/forward-fit). You will develop, integrate, and/or modify specialized surface ship/vehicle design synthesis models and tools across a variety of hullforms and hullform types. You will manage workload on multiple projects with multiple sponsors and objectives. You will participate in customer outreach to find/secure projects and increase the visibility of the organization in the greater defense acquisition community. You will work with technologists, operators, shipbuilders, maintainers and/or analysts to identify, evaluate and select appropriate technologies and features suitable for concept-level surface ship/vehicle designs. You will maintain an effective relationship with sponsors and customers, understand customer requirements and translate those requirements into an effective task plan (Study Plan, Statement of Work, Plan of Action and Milestones, Cost Estimate). You will develop and review documents (e.g. technical reports, academic/scientific papers, proposals and presentations) for upper management and sponsor review. You will brief senior level leadership on the progress achieved toward meeting strategic objectives.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Mechanical Engineer (0830-series), or a Naval Architect (0871-series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0801, 0830 and 0871) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications. Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer managing projects and advanced technology for the development or design of ship, submarine, or marine systems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
