You will serve as a General Engineer in the Navy Price Fighter Department of NAVSUP WEAPON SYSTEMS SUPPORT.

Duties

You will perform various forms of proposal evaluation and pricing validation support to the buyers, managers, and users of Department of Defense (DoD) and on- DoD weapon systems, spare parts, and support services. You will obtain the system description (e.g. Cost Analysis Requirements Document) and complete an initial review of the proposal in order to gain adequate familiarization with contractor?s submittal and proposed work scope. You will submit any initial Requests for Information (RFIs) to capture any previously omitted information and/or substantiating data that is deemed pertinent to a thorough proposal evaluation. You will complete a proposal evaluation, identify and thoroughly evaluate all primary cost drivers, establish and analyze a representative sample wherever necessary and/or applicable. You will measure and evaluate Contractor Performance and apply analytical evaluative techniques and Earned Value Management (EVM) policies and methodologies of performance measurement to acquisition programs. You will input all recommended findings into the developed cost model, and summarize the evaluation results in the form of a detailed technical report specifically tailored to the format of the proposal and/or requests of the customer. You will prepare technical cost analyses developed for weapon system and major spare parts procurement. You will effectively and efficiently interpret technical information, assess the validity and accuracy of the information and recommend appropriate action. You will corroboratively compile technical data and supporting narrative for release to Hardware Systems Commands (HSC). You will perform fact finding visits, off-site briefings, and customer coordination meetings at remote sites. You will periodically develop or review purchase descriptions and associated documents in support of the acquisition of system components, systems, material handling equipment, etc. You will manage projects and programs throughout their life cycle.

Qualifications

GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-07 or pay band in the federal service or equivalent experience in the private or public sector as a professional Engineer applying a knowledge of engineering disciplines applicable to the design and manufacturing of systems. Specialized Experience must include: 1) Utilizing various analytical methods and theories used in systems design, manufacturing, data analysis, and cost estimates; 2) Performing more complicated routine engineering assignments under close supervision of a supervisor or Senior General Engineer; 3) Using computer software applications related to industrial and systems engineering analysis; and 4) Applying a knowledge of the principles, practices, and theories applied to Production Engineering, Cost Engineering, Statistics and quantitative methods, mathematical/statistical theories, and technical processes to ensure the efficiency and effectiveness of an organization. GS-07: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-05 or pay band in the federal service or equivalent experience in the private or public sector as a professional Engineer applying a knowledge of engineering disciplines applicable to the design and manufacturing of systems. Specialized Experience must include: 1) Following provided instructions in order to accurately utilize various analytical methods and theories used in systems design, manufacturing, data analysis, and cost estimates; 2) Performing routine assignments under close supervision of a supervisor or Senior General Engineer; 3) Using computer software applications related to industrial and systems engineering analysis; and 4) Applying a basic knowledge of the principles, practices, and theories applied to Production Engineering, Cost Engineering, Statistics and quantitative methods, mathematical/statistical theories, and technical processes to ensure the efficiency and effectiveness of an organization.
