You will serve as a GENERAL ENGINEER of NAVSUP WEAPON SYSTEMS SUPPORT.

Duties

You will perform, monitor, and implement of advanced analytics studies and assigned projects that support acquisition duties aligning with NAVSUP analytical strategy and execution in support of Enterprise strategic guidance and fleet requirements. You will perform/oversees, a combination of engineering, mathematics, statistics, specialized programming, advanced analytics duties to accomplish this objective. You will create and implement advanced analytics studies and assigned AM and Data Science research projects that support acquisition duties aligning with NAVSUP analytical strategy and execution in support of Enterprise strategic guidance. You will create complex mathematical and statistical models and performs analysis for the display and evaluation of processes to identify and improve issues affecting sustainment costs relating to the support of warfighter readiness. You will work with management and analysts to ensure project milestones and deliverables are on track and ensures completed projects, reports, and briefings conform to approved documentation standards. You will identify internal and external professional technical training programs to address competency gaps.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing engineering-based data analysis to support planning, contracting, program management, and financial decisions considering demand; 2) Evaluating technical data, engineering estimates, and other applicable cost estimating methods; 3) Leading engineering and mathematical design, heuristics formulation capturing technical engineering elements specific to DOD AM technologies; 4) Ability to create and test functions in the configuration management of Additive Manufacturing Cost and Time (AMCAT) and Business Case Analysis; 5) Enabling the implementation of AM into the Navy Supply System. GS-14 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Creating complex mathematical and statistical models/performing analysis for the display and evaluation of processes to identify and improve issues; 2) Leading designing applied mathematics, descriptive, and inferential statistical technique to perform effective and accurate data analysis; 3) Facilitates coordination between major Systems Commands, Program Managers (PMs for NAVAIR, PMSs, PMOs, PMWs for NAVSEA, PMs for the Army and SPOs& JPOs for the Air Force) including reviews of shared processes; 4) Expert in understanding mathematical formulations underlying the functionality of the AMCAT and BCA Tools. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
